China, Russia risk losing face in Arab world

The response and justification of the ambassador of Russian Federation in “Al-Sharq” for the weak Russian stand towards the revolutions of the Arab peoples did not bring anything new. While the Russian Ambassador was bold in the feeble defence of his government’s position but we will never hear from the Chinese ambassador, the same position that we experienced in Tunisia, Egypt, Yemen, Libya and not least in Syria with regard to the use of the right to veto a decision by the UN Security Council condemning the Syrian regime for committing daily crimes against the unarmed people.

(1) The volatile positions, contradictory justifications and political quirks by Russia and China with the beginning of the Arab streets revolutions are like the famous Matryoshka Doll, which is an expression for a doll which has inside several other dolls with decreasing sizes as the biggest contains the smaller one and so on. The game is also known as Babushka. It is a Russian innovation, but today most of them bearing the logo of Made in China! I Russia and China played a significant role in delaying the decision in the fall of the Arab regimes led by the dictatorial regime in Libya and caused the prolongation of the war waged by the dictator against his combative people, which has killed thousands of people as these countries took the negative position with regard to the revolution of the Libyan people and did not support the UN resolution to impose no-fly zone on Libya to protect its people from the oppression of the totalitarian regime that was will to kill all its people until yesterday. The same situation today is seen in the case of killer Baath regime in Syria. Unfortunately it succeeded in the execution of many of the rebel people in the light of the absence of international influence, its sanctions and the disgraceful silence of the Arab and Gulf. After the collapse of the system these two countries returned for the forgiveness through statements that recognize the Transitional Council and try to build the relationships.

The official sources estimated the losses of Russia because of the Libyan Revolution by about $14bn in form of the value of the contracts for the supply of arms and military equipment in addition to the prevention of cooperation projects in the areas of oil, gas and construction of railway lines. The Chinese influence, which aims reservoirs of oil and metal mines, profitable construction contracts, rewarded commercial transactions through the involvement of Chinese companies in projects not less than $18.8bn, ranging from the establishment of luxury residential units, laying of railway lines, and the establishment of the oil installations, was also damaged.

(2) Russia and China are considering that they have been targeted by the United States and Nato through an attempt to weaken their influence in the Middle East, including the missile shield system that will be placed by Nato in Europe, which Russia see that it will besiege its allies in the region such as Iran and Syria and it must therefore stand in the face of attempts of the US to control fully over the region. Russia as an old regional power has broken up and still looking for a missing bigger role. Therefore, it stands on the other side rejecting the movement of people during the past decades in which it linked its policies with the ruling regimes by providing them with transactions in light and heavy weapons and in return the provisions of facilities to the Russian troops.

On the Syrian port of Tartus there is the only Russian military base outside the territory of the former Soviet Union and Syria is the largest buyer of Russian arms in the region, where it occupies the fifth place among the eighty countries that import Russian weapons and military equipments. While the United States and Europe follow the same policies, however, having leant the lessons early from the revolution in Tunisia and then Egypt and changed their positions while Russia and China will continue to lose day after day their reputations and perhaps their influence and interests in the region if they did not change their positions in support of the repressive and authoritarian regimes in the Arab world. The positions that oppose the popular movement raise the widespread resentment in the Arab street with all its sectors, which could reflect negatively and turns into violence and boycott and perhaps the armed and terrorist attacks could target the Russian and Chinese embassies and their economic and vital interests in the Arab countries. There is an Arabic saying “The fire starts start from a little spark,” This message must be absorbed by the countries that stood against the wishes of the Arab peoples in the change before it is too late.

Didier Biyune, a French researcher in the Institute for International and Strategic Researches and a specialist in the affairs of the Middle East, considers the situation from another angle, pointing out that the veto of China and Russian against the draft of UN resolution on Syria, reflects the fear of both Moscow and Beijing that the Arab spring will ideas to the peoples of these two countries. Today Russia is strongly opposing the military intervention in Syria and the imposition of sanctions on the bloody Baath regime, fearing that the incident can be repeated in the provinces that are demanding the autonomy. Chechen or others can express self-determination in areas of the Russian Federation. Russia is concerned by the active moves of Turkey not only in the Middle East, but in the countries that come under the system of the Soviet Union such as Uzbekistan, Turkmenistan and Azerbaijan, which in their depth, composition, culture, religion and ethnic belong to Ankara more their loyalty to Moscow.

The Arab revolution in contrast turned to the scare in the form of “Matryoshka” and went to the depth of the internal politics of Russian in the continued and renewed demonstrations that call for a change in government and find the solutions to economic problems and poor living conditions experienced by the country, where the number of people below the poverty line in Russia, reached 19.6 percent and it is rising since 2007. In China, there are calls to protest under the name “Jasmine Revolution”, demanding jobs, housing, freedom, justice and democracy. There is a fear that the impact of Arab revolutions could reach the East Turkistan.

The Muslims of Uighur in this region live under the tragic situations according to the reports of international human rights organizations, Amnesty International and Human Rights Watch about the suffering and policies of marginalisation and impoverishment suffered by the Muslims and their prevention from upgrading in the functions of the state making room for other ethnic nationalities such as Han to control the region and its economic institutions, at the time the Muslims are denied the access to any good job in a way they are content to accept the service jobs at home.

(3) The calls that came from the social forums and interactive sites called to adopt a number of views toward the Russian and Chinese position including the boycott of Russian and Chinese products in the markets and pressure on the traders and importers to prevent the import. The messages are sent to condemn the present and previous Russian and Chinese negative positions with all available means by the individuals, institutions, associations, political parties, social organizations and civil society. The same are forwarded to the concerned Arab and international civil and human rights bodies.

There is a call to send back all Russian and Chinese cadres in all forms from the region. The gatherings and demonstrations must be conducted in front of the embassies of Russia and China in the Arab and Islamic countries and also in the countries of Europe, Asia and North and South America by the communities living abroad. We do not want to reach the situation to the point of rupture, so is the message we wish to reach the Ministries of Russian and Chinese Foreign Affairs at the appropriate time, or turn into the trash and everyone will lose here. There is a game of “Matryoshka” and today you will no longer find a buyer in the world of Arab revolutions!!
