رياح التغيير في مجتمع الخليج

الحوار الذي أجرته الكاتبة والصحفية مورين دوود «Maureen dowd» في الصحيفة الأشهر في العالم نيويورك تايمز «The New York Times»، مع الأمير سعود الفيصل، وزير الخارجية السعودي،لا يزال يثير الكثير من الجدل في الأوساط السياسية والإعلامية، عن الوضع في العالم العربي بشكل عام والخليج بشكل خاص. وقد تناولت ندوة حضرناها في عاصمة الضباب الأسبوع قبل الماضي التحديات التي تواجهها المنطقة العربية والشرق أوسطية، سواء ما يتصل منها بالعلاقات الدولية والإقليمية وبالتحديد التعنت الإسرائيلي، والإيراني النووي، أو ما يتعلق بحراك البنى العربية الداخلية عن طريق المسار الديمقراطي وتفعيل المجتمع المدني ومؤسساته وعن حقوق الإنسان والتقارير الدولية، لكنها ركزت على التصريحات القوية التي أطلقها الأمير سعود الفيصل وقال فيها «إن السعودية تتحرر الآن من أغلال الماضي. وتسير في اتجاه مجتمع ليبرالي». وأشار إلى أن «المطاوعة» ورجال الدين الذين ينفثون فتاويهم بين فترة وأخرى يعبرون عن إحباط ولا قدرة لهم على إعادة عقارب الساعة للوراء, وعندما سألته الصحفية عن مشاعر الترقب لدى بعض النساء السعوديات من ناحية السماح لهن بقيادة السيارات، رد عليها بهمهمة قائلا: «آمل ذلك». وأضاف: «في الزيارة المقبلة احضري معك رخصة سياقة دولية؟!».
التغيير في بنية المجتمع الخليجي بشكل عام والسعودي بشكل خاص بدأ يلفت الانتباه على جميع الأصعدة، وخطواته المتسارعة تسابق الزمن وتتقدم حتى على بعض الدول الخليجية والعربية التي بدأت بالانفتاح والتغيير لكنها راوحت مكانها بعد المضي بخطوات قصيرة، وكما اشار بعض الزملاء في مقالاتهم، فإن السعودية تشهد حراكا إبداعيا ثقافيا يشمل كافة الأطر، شعرا ونثرا، قصة ورواية، بجانب حركة نقدية في تصوري أنها الأبرز والأكثر تميزا عبر خريطة الوطن العربي، فلا يمكن الحديث عن النقد الأدبي الحديث في الوطن العربي دون استحضار أسماء الأعلام في المملكة العربية السعودية بدءا باسم الدكتور عبدالله الفدامي، عبدالعزيز السبيل، معجب الزهراني، سحمي الهاجري وعشرات الأسماء. أما عن الرواية، فهناك العديد من الأسماء لعل أبرزهم الآن حاصد جائزة «البوكر» في سابقة هي الأولى من نوعها لروائي ينتمي إلى هذه المنطقة وأعني عبده خال، ولكن هناك العديد من الأسماء في إطار الإبداع النسوي، مثل أميمة الخميسي، بدرية البشر، رجاء الصانع، صبا الحرز، وعشرات الأسماء الأخرى. أما في مجال المسرح فلا يمكن الحديث عن المسرح السعودي دون استحضار أسماء فهد ردة الحارثي وسامي الجمعان. وذكرت صحيفة السياسي أن الصراع يدور في السعودية حول معركة التحديث ومواكبة التغييرات، حيث يحتدم في العادة بين التيارات الليبرالية والتيارات الإسلامية المتشددة مالئاً الصحف ومواقع الإنترنت وشاشات التلفزيون. ولكن في الواقع يبدو أن من يقوم بالتغيير الحقيقي في السعودية هو فئة أخرى، هي فئة رجال الدين المعتدلين الذين يتم دعمهم على مستوى الدولة، كي يحدثوا أكبر قدر من التجديدات في الواقع السعودي الذي ظل لعقود يراوح في مكانه؟!
الحراك الاجتماعي ارتفعت حرارته وما زالت أصداؤه موجودة في المنتديات والمواقع الشخصية ليس في السعودية فقط بل أيضا بين شعوب دول الخليج المحافظة وبالتحديد قطر والإمارات والبحرين والكويت ايضا، وقد بدأ النقاش عندما افتتح العاهل السعودي جامعة الملك عبدالله للعلوم والتكنولوجيا التي يمكن أن يعلم فيها باحثون من الجنسين جنبا إلى جنب، بعدها جاء مدير هيئة الامر بالمعروف والنهي عن المنكر في مكة المكرمة الشيخ احمد الغامدي، في تصريحاته التي حرك بها المياه الراكدة بعد حديثه عن مفهوم الاختلاط، وشكل حديثه عن بطلان أدلة تحريم الاختلاط محور اهتمام كبير لدى الأوساط الإعلامية والشعبية على حد سواء حيث أشار إلى أن القائلين بتحريم الاختلاط «استشهدوا بأحاديث ضعيفة لا يجوز الاحتجاج بها، أما الصحيحة منها فتدل على جواز الاختلاط لا على تحريمه كما زعموا». بدوره طالب الداعية السعودي أحمد بن عبدالعزيز بن باز السلطات في المملكة بحسم الخلافات في «قضايا الجدل العقيم» بقرارات سياسية منها السماح للمرأة بقيادة السيارة، وانتقد بن باز وهو نجل مفتي المملكة الراحل الشيخ عبد العزيز بن باز من يتصدون لقضايا حقوق المرأة بتكرار عبارة أن الإسلام قد أعطى المرأة حقوقها في الوقت الذي يُعارضون فيه عمل النساء كبائعات في محلات بيع الملابس؟! كما دخل الشيخ الدكتور عبداللطيف بن عبدالعزيز آل الشيخ قبل عدة أيام، وهو مساعد أمين ثاني عام هيئة كبار العلماء في المملكة سابقا، المستشار الخاص السابق لأمير الرياض، ساحة الجدل الدائر حول الاختلاط، الذي أصبح واقعاً تعيشه المملكة، بينما يستمر السجال بين فئات عريضة من المجتمع والمتشددين على أعمدة الصحف ووسائل الإعلام. ويؤكد الشيخ عبداللطيف، الذي غاص في بحور النصوص الشرعية، بطلان نظرية المعارضين من خلال إيراده النصوص الشرعية التي تفرِّق بين فعل الخلوة المحرمة والاختلاط المباح.
الحوار مع الآخر المختلف في الديانة والمذهب ورفض التعصب والإقصاء والتكفير بدأ ينضج ويؤتي أكله في المجتمع الخليجي الذي كانت مصطلحاته وتقسيماته ورؤيته تدور حول تقسم العالم إلى دار الإسلام ودار الكفر ودار الحرب، فهناك المؤتمرات والندوات التي عقدت وتناولت قضايا داخلية حقيقية في المجتمع وليست خارجية، وأهمها مؤتمر حوار الأديان الذي حضره 200 عالم وفقيه يمثلون الأديان الثلاثة: الإسلام واليهودية والمسيحية، ومؤتمر حوار الأديان في نيويورك بمقر الأمم المتحدة، بمشاركة أكثر من 80 دولة، ومؤتمر مكة المكرمة في يونيو 2008 بمشاركة 500 شخصية من 50 دولة إسلامية، وملتقى الحوار الوطني والذي ركز على ثقافة الحوار والوسطية وقبول الآخر بين المفكرين وممثلي المذاهب والفئات في المجتمع السعودي، من إسلامي سلفي إلى إسلامي شيعي، وإسلامي صوفي، أو أشعري وهكذا. كما عاد المصطلح الجديد القديم «الوهابية» للواجهة مجددا في الأوساط السعودية من خلال سلسلة مقالات وتعقيبات بين نخب مثقفة في المملكة ، وسط جدل حول المغزى من إطلاقها إن كان للإساءة أو إن كان فقط لتمييزهم كجماعة لها تصورات مختلفة في فهم الدين الإسلامي كباقي الطوائف الإسلامية، منها مقالة الدكتور خالد الدخيل التي قال فيها إن سبب نشوء الوهابية كان بسبب تصدع القبيلة آنذاك وليس الشرك؟!
ان نجاح الخطوات التغييرية في السعودية وفي دول الخليج الأخرى والتي تتناول الواقع السياسي والاقتصادي والثقافي والفكري والاجتماعي سيخلق تاريخا مغايرا في المنطقة التي تواجه تحديات وانعطافات تاريخية مصيرية قد تعصف بحاضرها ومستقبلها. التجربة السعودية في التغيير أشبه بمشروع شامل للانتقال نحو المستقبل وهو درس نتمنى أن تتعلم منه بعض الدول العربية والإسلامية التي لا تزال مترددة في دخول المعركة حيث تقدم خطوة وتؤخر أخرى؟!

المنطقة العربية: تحديات وسيناريوهات مستقبلية

فوضى وركود وتحديث متسارع جنبا إلى جنب مع تفشي الأمية والجهل!!
الانقسام السني الشيعي في العراق ولبنان والبحرين من أخطر التحديات
المخاطر والأوجاع معروفة للجميع.. والمشكلة في اتخاذ قرار مواجهتها وتنفيذه؟!
انشعلنا في الأيام الماضية في إعادة قراءة مستقبل المنطقة وهي رؤية قديمة جديدة، ركزت على التعامل الاستراتيجي مع الدول العربية بشكل عام ودول منابع النفط بشكل خاص وهي الدول التي تقع بمنطقة الخليج بالتحديد، بالنظر إلى التحديات والصراعات والحروب الإقليمية التي واجهتها المنطقة ولا تزال، وقد أعاد الدكتور عبدالله النفيسي (المعروف بأطروحاته الرديكالية)، في محطة الجزيرة طرح الموضوع الذي اهتم به الرأي العام الخليجي، والذي أشار فيه إلى رؤية المحلل السياسي بالـ «سي أي ايه» أرون كاتز الذي أوضح أنه بحلول 2025، لن يبقى في الخليج والجزيرة العربية سوى 3 دول هي اليمن، المملكة العربية السعودية وسلطنة عمان؟!
لم اهتم بالموضوع بقدر اهتمامي بموضوع آخر تناول الهواجس الحالية والمستقبلية مع فارق التوقيت الزماني والمكاني، وهو عبارة عن دراسة علمية نشرها دافيد أوتاوي (David B. Ottaway)، الباحث بمركز وودرو ويلسون للخبراء الدوليين، بعنوان "غد العرب" (The Arab Tomorrow)، والدراسة نشرها تقرير واشنطن، واستعرض فيها المؤلف أهم تحديات المنطقة العربية وسيناريوهات المستقبل. وأكد فيها أن حال الدول العربية مليء بالمتناقضات، حيث تسيطر الفوضى ويخيم الركود والجمود على الشارع العربي، مع وجود الثروات الهائلة وسرعة عملية التحديث وبناء المدن المتطورة الجديدة وزيادة الاستثمارات. كل هذا يوجد جنبا إلى جنب مع تفشي الأمية والجهل بين الشعوب العربية، مما ينبئ بحدوث كارثة حقيقية تهدد مستقبل الأمة العربية؟!.
من أهم ما تناولته الدراسة التعليق على الوضع الحالي الملغوم الذي تعيشه المنطقة العربية، فمع مرور الوقت ثبت زيف الأحلام والطموحات العربية نحو الوحدة التي تمت الدعوة إليها خلال العقود الماضية، فالدول العربية الـ(22) أعضاء الجامعة العربية، التي تضم 350 مليون مواطن عربي أصبحت تعيش في حالة من الفوضى والشجار والفرقة والانقسام اللامتناهي، على الرغم من وجود كيانات إقليمية صغيرة أدت إلى تحقيق تقدمٍ صغيرٍ نحو الوحدة العربية مثل: مجلس التعاون الخليجي، والاتحاد المغاربي (ليبيا، تونس، الجزائر والمغرب وموريتانيا). وعرض الكاتب لعدد من الأزمات التي تمثل تحديا كبيرا أمام الوحدة العربية منها، الحروب الأهلية التي قطعت أوصال الأمة العربية في (السودان، لبنان والصومال)، تصاعد نفوذ الحركات الإسلامية المسلحة في كل من (الجزائر، العراق والصومال)، انتشار الاحتقانات الطائفية بين السنة والشيعة في (العراق، لبنان والبحرين)، نشاط التيار الإسلامي المتشدد ضد الفكر الوسطي المستنير في كل من مصر والجزائر والمملكة العربية السعودية، بالإضافة لانتشار الإرهاب المتمثل في تهديدات تنظيم القاعدة والتنظيمات المنتمية لها في الدول العربية — خاصة في العراق والسعودية — بالإضافة للحركات المتطرفة الأخرى. ويؤكد أوتاوي أن أخطر هذه التحديات هي الانقسامات بين السنة (90 % من سكان الوطن العربي) والأقلية من الشيعة المتمركزين في العراق ولبنان والبحرين، والذي ظهر في العصور الإسلامية الأولى وازدادت حدته مع قيام الثورة الإسلامية الشيعية في إيران وإنشاء الدولة الثيوقراطية. وبمرور الوقت تصاعد نفوذ إيران في المنطقة في محاولة لدعم الأقليات الشيعية الموجودة في الدول العربية ذات الأغلبية السنية، بالإضافة للتهديدات الناتجة عن تطوير إيران لقدراتها النووية. اما على المستوى الاقتصادي فتتجه الدول العربية المصدرة للبترول والغاز الطبيعي للتعاون مع الدول غير العربية، فدول الخليج تتجه شرقا للتعاون مع الهند والصين وباقي الدول الآسيوية، في حين تفضل دول المغرب العربي التعاون مع دول الاتحاد الأوروبي. وعلى الصعيد السياسي لا توجد رؤية سياسية متجددة موحدة تتفق عليها الدول العربية لحل القضايا المعاصرة، وتواجه بها المد الإسلامي، وتكتفي فقط بالحفاظ على مخزون من الأفكار التاريخية البالية التي لا تصلح لهذا العصر الأمر الذي ينذر هو الآخر بكارثة حقيقية تهدد مستقبل هذه المنطقة؟!
رغم الإشكاليات والمصاعب والتحديات والأزمات، إلا أننا لا نجد العلاج الناجع والدواء الشافي لحال المنطقة العربية المستعصي، ومع ذلك نذكر أن نظريات علم الاجتماع التي تعرّف نظرية التغيير الاجتماعي المخطط، تشير إلى أن التغيير يقوم على أربعة أركان: الأول وجود رؤية إستراتيجية للتغيير، والثاني تحديد القوى السياسية الاجتماعية التي تضغط في سبيل التغيير، والثالث طرق مواجهة مقاومة التغيير، والرابع أهمية رصد التقدم في عملية التغيير عبر الزمن. ان المشكلة الحقيقية لأوضاع المنطقة العربية لا تكمن في معرفة المخاطر والتحليل والتفكيك للمشاكل ورصد الأوجاع والعلل المختلفة فهي معروفة للجميع، لكنها تكمن في المواجهة واتخاذ القرار والتنفيذ؟!.

الكويت.. أغنية من الزمن الجميل

تحولت المدينة الجميلة التي عاش فيها وكبر، إلى مدينة كئيبة انتشرت فيها الكراهية والبغضاء والفرقة والتناحر والصراعات الدينية والمذهبية والعرقية (القبلية)، وحمد ربه أنه كان أعمى يسمع بأذنيه وحواسه الأخرى، ولا يراه في وجوه الناس وأعينهم، وترجم مشاعره الحزينة تلك في أغنيته المشهورة "جورجيا لا تزال في بالي" (Georgia on My Mind). تذكرت تلك الأغنية التي غناها راي تشارلز (Ray Charles)، وأنا في مطار هيثرو في لندن في طريق العودة إلى الخليج، بعد أن شاركنا في مؤتمر عقد في عاصمة الضباب، تناول التحديات التي تواجهها المنطقة العربية والشرق أوسطية، سواء ما يتصل منها بالعلاقات الإقليمية والدولية، وبالتحديد التعنت الإسرائيلي، والنووي الإيراني، أو بحراك البنى العربية الداخلية عن طريق التحول الديمقراطي، وتفعيل المجتمع المدني ومؤسساته، وعن حقوق الإنسان والتقارير الدولية، وبالطبع كانت الكويت حاضره بتجربتها في خوض مسار الديمقراطية، و دستور عام 1962 ، والممارسة البرلمانية، و هامش الحريات الصحافية العالي. لكني فوجئت بخبر في بريدي الالكتروني عن احتجاز الزميل الكاتب والمحامي محمد عبدالقادر الجاسم في البلد الذي ما زلنا نعده واحة حرية في الصحراء العربية، ونعتبره مفخرة خليجية لأنه لا يوجد فيه سجين رأي واحد؟!
ماذا يحدث في تجربة الكويت الرائدة التي أحببناها بكل جوارحنا، ونتمنى أن تظل شعلة منيرة وسط الظلام العربي الكئيب، صراعات سياسية داخلية، مواجهة بين السلطتين التشريعية والتنفيذية، تراجع القوى السياسية المؤثرة ، تردي أوضاع القوى الوطنية التقليدية، ضرب الوحدة الوطنية، التحول نحو القبيلة والطائفة والعائلة، ، صراع بين الحضر والبدو، السنة والشيعة، منع المفكرين والمثقفين من دخول أراضي الكويت، والتضييق على حرية الفكر والرأي والتعبير؟!
كيف تغير الحال من المضي إلى الإمام إلى المراوحة في ذات المكان، من الحديث عن المستقبل إلى الغوص في خلافات حول الماضي والحاضر، من الريادة في الاقتصاد إلى تأزيم وعرقلة عجلة التنمية، من تطوير التجربة لتشمل إشهار الأحزاب السياسية إلى التناحر على المواطنة والتجنيس. لأننا نحب الكويت نحزن على الحال الذي وصل له الوضع الحالي، ولكن هل ننتظر معجزة للتغيير في زمن انتهاء المعجزات, نقول ذلك وكلنا أمل أن لا تتحول الكويت إلى مجرد أغنية من الزمن الجميل يرددها راي تشارلز العربي.

الطباعة والانترنت.. ما أشبه اليوم بالبارحة

إذا سمحت لكم الظروف أن تزوروا مدينة ماينز القريبة من مدينة فرانكفورت في ألمانيا، فلابد أن تزوروا متحف يوهانس جوتنبرج الذي يعود إليه الفضل في إطلاق ثورة الطباعة في العالم عام (1450) والتي كانت محتكرة على طبقة معينة ومحظورة على الآخرين، ويمكن لزوار المتحف طبع أسمائهم على ماكينة الطباعة التي استخدمها آنذاك في طباعة النسخ الأولى من الكتاب المقدس، كانت تقنية طباعة الكتب قبل إنجاز جوتينبرج تعتمد على عمل لوح خشبي تبرز منه حروف الصفحة المراد طبعها، وكانت تلك الحروف الخشبية ثابتة لا يمكن إعادة استخدامها، مما يعني أن كل صفحة تحتاج إلى لوح خشبي جديد لطباعتها. مما جعل طباعة الكتب صناعة مكلفة وقليلة الكفاءة. أما طريقة جوتنبرج التي أحدثت ثورة في عالم الطباعة فكانت تقوم على استخدام حروف معدنية متحركة سهلة الرص وتحتفظ بألوان الطبع على سطحها لمدة طويلة. سهولة صف هذه الحروف جعلت بالإمكان إعادة استخدامها دون الحاجة إلى صبها من جديد كل مرة.
لقد فتح اختراع الطابعة الطريق أمام انتشار طباعة الكتب والصحف والمنشورات غير الدورية، والمجلات الشهرية في أوروبا والعالم، أما أول صحيفة متكاملة فكانت صحيفة "رولاسيون" الأسبوعية وتعني "علاقة"، وتأسست في مدينة ستراسبورج الألمانية عام 1605، ومن بعدها توالى انتشار الصحف في بازل (1610) وبرلين (1617) ولندن (1621) وباريس (1631) وتبعتها مدن أوروبية عديدة ، وترافقت التطورات في نشر الأخبار والأنباء والمعلومات مع زيادة الحريات وانتشار الأفكار الفلسفية حول مفاهيم الدولة والشعب والقانون والديمقراطية وظهور الحركات التنويرية والتي واجهت الثالوث القاتل: الإقطاع والكنيسة والاستبداد، وانتصرت عليه وأرست إحدى أهم نقاط التحول الأساسية في تاريخ البشرية.
ورغم أن الثورة انتشرت في مختلف أنحاء العالم إلا أن وصول ثمارها إلى العالم العربى والإسلامى تأخر كثيرا حتى أوائل القرن الثامن عشر، ويذكر أن أول كتاب تمت طباعته باللغة بالعربية باستخدام الحروف المعدنية المنفصلة طُبع في إيطاليا. ويرجع ذلك إلى تصدى السلاطين العثمانين لفكرة المطبعة بفتوى تحريم دينية فى أول الأمر نظرا لخوفهم من أن يتعرض أصحاب الغايات والأغراض إلى الكتب الدينية فيحرفوها، إلى جانب أن المطبعة يمكنها أن تخفض من أثمان الكتب فتجعلها فى متناول أكبر عدد ممكن من الناس، و بالتالى يحل العلم محل الجهل، ويذكر أن لبنان وسوريا عرفتا الطباعة قبل أى دولة عربية أخرى على يد الإرساليات المسيحية، كما دخلت التقنية الجديدة في الطباعة أثناء الحملة الفرنسية على مصر، ومع انتشار الطباعة في القاهرة، نشأت الصحافة التي عرفتها مصر متأخرة عن أوروبا بثلاثة قرون كاملة ؟!
ورغم ما أحدثته الطباعة من ثورة عالمية إلا أ ن تاثيرها ظل محدوداً ونسبيا في العالم العربي والإسلامي إلى اليوم، فالتقارير الدولية تشير إلى أن العرب أقل الأمم في تأليف وإصدار الكتب، فهم لا ينتجون إلا أقل من نصف بالمائة من كتب العالم، وهم أقل أمم العالم في القراءة بشكل عام وفي قراءة الكتب بشكل خاص، فهم لا يقرأون كتاباً واحداً في كل عام، في حين أن معدلات القراءة في الغرب قد تصل إلى قراءة أكثر من كتاب في الشهر، كما أن العالم العربي كله يترجم من الكتب أقل مما يترجمه بلد واحد مثل اليونان، ويشكل عدد الكتب العربية 1% فقط تقريبا من الإنتاج العالمي، وما ترجم في العالم العربي منذ عصر المأمون حتى الآن أقل مما تترجمه إسبانيا وحدها في عام واحد.
لكن برزت في السنوات الأخيرة ثورة جديدة في عالم الاتصالات مع انتشار الانترنت وهي ثورة المدونات (البلوجز) كما يطلق عليها، والتي يبدو أن تأثيرها وانتشارها في العالم يعادل الثورة التي أحدثتها ثورة الطباعة في العالم من الانتشار بشكل أفقي وليس رأسياً، و الأمر الذي يدعو إلى التفاؤل أنها لم تكن بعيدة عن بلاد العربان، وإن كانت بداياتها تبدو مقتصرة على مجموعة نخب إلا أن تأثيرها بدأ يمتد إلى الشارع يوما بعد الآخر؟!
لم تكن مسيرة التغيير والديمقراطية التي ساهمت في إشعالها ثورة الطباعة سهلة وميسرة بل قدمت في سبيلها التضحيات والملاحقات والترهيب والتعذيب والملاحقة والتكفير والتشريد والنفي والتنكيل والعنف والقتل والإحراق للكتاب والمؤلف والناشر والقارئ؟!، وهو مايحدث اليوم في ثورة الانترنت وفرسانها المدونين في البلدان الديكتاتورية والتولتارية والشمولية والتي يمثل العالم العربي والإسلامي مجمل جغرافيتها، لكن العزاء أن هذه هي الضريبة التي يجب أن تدفعها مسيرة الديمقراطية لكي تحدث تأثيرها في العالم العربي والإسلامي والذي طال انتظاره لأكثر من 1400 سنة؟!

تحت شعار إله واحد، قانون واحد، ملك واحد، أوعز الدكتاتور الصغير لويس الرابع عشر، أتباعه من الأغلبية الكاثوليكية بالانقضاض على الأقلية البروتستانتية وسحقها عن بكرة أبيها لأنها كانت فاسقة، مهرطقة، لا تؤمن بمذهب الأغلبية؟!، ذهب ضحية المجزرة التي أطلق عليها مجزرة «سانت بارتيليمي» (The Massacre of Saint Bartholomew) معظم قادة الطائفة البروتستانتية وآلاف الناس من رجال ونساء وأطفال دون تمييز، وانتقلت عدوى التعصب إلى مدن الأقاليم وحصلت مجازر مماثلة في بوردو، ولاروشيل، وليون، واضطر مئات الآلاف إلى الهرب والفرار من ثقافة التعصب والكراهية إلى الدول الأوروبية المجاورة.
استمرت الصراعات والحروب الدامية سجالا بين الطرفين لعقود طويلة فمن يغلب من المذهبين يعود ويستحضر التاريخ ويثير الأحقاد والضغائن ويقوم بالهجوم على مذهب الآخر والتنكيل به وباتباعة ومحاولة محوه وتدميره كلما أتيحت له الفرصة سواء كانت سياسية، عسكرية، اقتصادية، اجتماعية، أو فكرية. إلى أن استطاع التنوير أن ينتشر وينتصر بعد أن خاض الأحرار، المفكرون، المثقفون، الفلاسفة، المعركة الكبرى ضد التعصب والمتعصبين والطائفيين والأيدلوجيين وضد الكهنة والمطارنة والخوارنة ورجال الدين المتزمتين. وتم تغيير التاريخ بفضل أشخاص مثل فولتير، جان جاك روسو، جول فيري، دنيس ديدرو وغيرهم.
ومن زمن القرون الوسطى الأوروبية في القرن السادس عشر، إلى القرون العربية الوسطى في العصر الحاضر، الذي نرى فيه يوما بعد الآخر اتساع هوة الانقسام السنّيّ- الشيعي بين أفراد المجتمع ورموزه ومؤسساته، مهددا الوحدة الوطنية، ويصل إلى الكويت، بعدما اكتوى بنارها العراق، واحترق بها اليمن، لبنان، سوريا، البحرين، والسعودية، وحتى باكستان الدولة غير العربية والمحسوبة علينا باعتبارها مسلمة، ونشاهده يتخفى تحت رماد الفقر والتخلف والجهل والتعصب الأعمى في دول الخليج الأخرى والعالم العربي والإسلامي؟!. ومعه أحداثة الدامية من هجوم وهجوم مضاد، وتجريح وطعن واتهام وتشكيك، وصب للزيت على النار بين الطرفين في وسائل الإعلام والفضائيات العربية، وكأننا انقلبنا على وصية نبي الرحمة (لا ترجعوا بعدي ضلالا يضرب بعضكم رقاب بعض).
ما أحوجنا اليوم إلى صحوة العقلاء، والمنصفين، والمعتدلين، والمفكرين، والمثقفين، عند السنة و الشيعة على حد سواء، هؤلاء الذين أُطلق عليهم في أوروبا القرون الوسطى مصطلح (المهرطقون)، وطالبوا بعزلهم وتكفيرهم وتصفيتهم في الدنيا ولعنهم إلى يوم الدين، بل وإرسال البعض منهم إلى المحرقة لكي يكون عبرة لغيره؟! ليأتوا بعدها ويصنعوا لهم الرموز ويحتفي بهم التاريخ الإنساني وتدرس أفكارهم في التعددية والتسامح والاختلاف والقبول بالآخر والتعايش في المدارس والجامعات العالمية، ويصفهم شكسبير بقوله: ليس المهرطق من يحترق بالنار، بل المهرطق من يشعل المحرقة.

وعدنا بالحضور إلى قطر للحديث عن تجربته ومستقبل مشروعه الفكري.. ولم يمهله القدر!
برحيله فقدت الأمة أحد أهم رموز الفكر العربي التنويري خلال الخمسين سنة الأخيرة
مصادفة عجيبة أن تفقد الثقافة العربية فى أيام متتالية ثلاثة مصابيح أضاءت ليلها المعتم!!
جيل الجابري مثل علامة مركزية بين أجيال الفكر النهضوي العربي الحديث.

التفتنا إليه غير مصدقين، وطرحنا عليه السؤال بلا مقدمات: هل أنت الدكتور محمد عابد الجابري. فقال بكل ثقة نعم، أنا هو. قلنا له باستغراب، لماذا تجلس في الصفوف الخلفية، ولماذا لم يتم الاحتفاء بك بترتيب جلوسك في الصفوف الأمامية كأقل تقدير؟! فابتسم ولم يعلق.. جرى ذلك الحوار القصير الذي لم يكتمل على هامش افتتاح احتفالية الدوحة عاصمة الثقافة العربية 2010 قبل عدة شهور. وبعد تبادل كلمات الإطراء أخبرناه بعزمنا على استضافته في الدوحة عن طريق مركز الإبداع الثقافي ليحاضر عن مستقبل الثقافة العربية وعن تجربته في نقد العقل العربي وأين وصل مشروعه الفكري النقدي، وقد وعدنا بالحضور والمشاركة رغم أن صحته لم تكن على ما يرام فقد كان يعاني من مشاكل في القلب، واليوم نحن نُحله ونعفيه من الوفاء بوعده، ولترقد روحه بسلام وطمأنينة، وتعازينا الحارة لأسرة الفقيد وللأمة العربية والإسلامية قاطبة لوفاة هذا المفكر الكبير الذي سخر حياته لإعادة قراءة التراث الفكري العربي الإسلامي. وقد كانت بالفعل مصادفة عجيبة أن تفقد الثقافة العربية فى أيام متتالية المفكر المغربى محمد عابد الجابرى والباحث السوري برهان البخاري والذي اشتهر بتأليف موسوعات من بينها موسوعة الحديث النبوي الشريف وموسوعة شعرية عن نزار قباني والموسوعة الشعرية من العصر الجاهلي إلى العصر الحديث، وتفقد الصحافة العربية الكاتب المصري الساخر محمود السعدنى وهو الذي ترك للمكتبة الثقافية زاداً خصباً تنوع ما بين القصة القصيرة، وكتابة المذكرات وأدب الرحلة، ويروى أن السادات قرر منع ظهور اسمه في الصحف المصرية حتى ولو كان هذا الظهور في صفحات الوفيات؟!
"75" سنة عاشها المفكر الكبير الدكتور محمد عابد الجابري خاض في مجملها صراعات فكرية وفلسفية مازالت تشغل العالم العربي والإسلامي الذي لا يزال يتخبط بين تراث الماضي وإرهاصات الحاضر ورؤية المستقبل. لقد مثل الجابري مشروعاً فكرياً مميزا ورقماً صعباً لا يمكن تجاهله، وقد اعتبر أحد أهم رموز الفكر العربي التنويري خلال الخمسين عاماً الماضية في دراسة الموقف من التراث ومن نقد التراث وإعادة بناء التراث. لم أكن معاصرا للجابري في بداياته لكنني اطلعت على إنتاجه الغزير وعلى النقد الذي وجه له مؤخرا؟!.. ولا يملك المرء إلا أن يفتخر بهؤلاء العظماء الذين تركوا بصمه لا تمحى في تفكيرنا بطريقة علمية منهجية نقدية للتراث والمعاصرة والحداثة.
يمثل جيل الجابري كما يشير هاني نسيرة، علامة مركزية في الجيل الثالث من أجيال الفكر النهضوي العربي الحديث بعد جيل الإصلاحية الإسلامية، فالجيل الأول هو جيل طه حسين، وكانت مركزيته مصرية واضحة، ثم أتى الجيل الثاني متنوعا وثرا كعبد الرحمن بدوي وزكي نجيب محمود وأنطوان سعادة ورفيق خوري وفؤاد زكريا ومحمود العالم، ثم أتى الجيل الثالث الذي كان الجابري علامة كبيرة عليه.. بعد صدور مشروعه الفكري الكبير، وصار الحديث عن مركزية مغربية فكرية تسحب البساط، ليس من مصر وحدها بل من المشرق أيضا. وقد سبقت مشروعه وتزامنت معه مشاريع عدة، مثل مشروع السوري الطيب تيزيني سنة 1973 عن التراث والثورة، ومشروع المفكر المصري حسن حنفي عن"التراث والتجديد" سنة 1981، ومشروع محمد أركون حول" نقد العقل الإسلامي" ومشروع مطاع صفدي على" نقد العقل الغربي"، وناصيف نصار حول" طريق الاستقلال الفلسفي" وربما كان الجابري من أكثر المفكرين العرب المعاصرين شهرة وحضورا، إن لم يكن أكثرهم ولكن هذا لا يقلل مطلقا من جهود كثير من مجامليه ومنتقديه، على السواء، وجوهريتها، وإن ظل مختلفا معها، فكل هذه المشاريع تمثل بتنوعاتها المختلفة معالم مشروع النهضة العربية الثانية وتنوعاته المختلفة. وقد قال عنه أشهر ناقديه وهو جورج طرابيشي تعليقا على رحيله "اليوم، إذ يسبقني إلى الرحيل، فإنّي لا أملك إلا أن أعترف بمديونيتي له: فهو لم يساعدني فقط على الانعتاق من الايديولوجي الذي كنته، بل كانت له اليد الطولى، ولو من خلال المناقضة ونقد النقد، على إعادة بناء ثقافتي التراثية".
خلف الجابري عدة مؤلفات قيمة حركت المياه الراكدة الآسنة في عقلية الفكر العربي ومن أهمها، «نحن والتراث: قراءات معاصرة في تراثنا الفلسفي» (1980)، «العصبية والدولة: معالم نظرية خلدونية في التاريخ العربي الإسلامي» "1971"، و"نقد العقل العربي" الصادر في ثلاثة أجزاء هي «تكوين العقل العربي» و"بنية العقل العربي" و"العقل السياسي العربي"، «أضواء على مشكلة التعليم في المغرب»، «من أجل رؤية تقدمية لبعض مشكلاتنا الفكرية والتربوية»، «المنهاج التجريبي وتطور الفكر العلمي»، «إشكاليات الفكر العربي المعاصر»، «وحدة المغرب العربي»، «التراث والحداثة: دراسات ومناقشات»، «الخطاب العربي المعاصر»، «وجهة نظر: نحو إعادة بناء قضايا الفكر العربي المعاصر»، «المسألة الثقافية»، «الديمقراطية وحقوق الإنسان»، «مسألة الهوية: العروبة والإسلام والغرب»، «المثقفون في الحضارة العربية: محنة ابن حنبل ونكبة ابن رشد»، «الدين والدولة وتطبيق الشريعة»، و"المشروع النهضوي العربي: مراجعة نقدية" و«مدخل إلى فلسفة العلوم: العقلانية المعاصرة وتطور الفكر العلمي» (1982) و"معرفة القرآن الحكيم أو التفسير الواضح حسب أسباب النزول" في ثلاثة أجزاء، وأخيرا "مدخل إلى القرآن الكريم".
لقد حاول الجابري بكل قوة ان يدفع باتجاه التفكير العلمي لاستكمال شروط النهضة العربية كما توصلت اليها النهضة الغربية حين اتبعت المنهج والاسباب والشروط نفسها. كانت رؤية الجابري بشهادة الباحث التركي محمد جول، أن هذه الأنظمة المعرفية التراثية هي المتحكمة بالحياة الفكرية العربية الإسلامية، وأنه ليس من السهولة التحرر منها أو تأسيس بديل عنها إلا بنقدها معرفياً، فهي على رغم ما أحدثه بعضها من ضعف للعقل العربي، مثل النظام المعرفي العرفاني، الذي تزعم نشره في الأوساط الإسلامية الإمام أبو حامد الغزالي، وعلى رغم ما أحدثه النظام المعرفي البياني من جمود على العقل العربي، الذي تمثل في المذاهب العقدية والفقهية، إلا أنها ما زالت حية ومعطلة للعقل العربي بسبب منهجيتها المعرفية العرفانية والبيانية معاً، بينما كان الأولى ترجيح النظام المعرفي البرهاني الفلسفي، والذي أهمله العرب والمسلمون في المشرق، واستفادت منه أوروبا من خلال كتب ابن رشد الفيلسوف، الذي حفظ المنهج الفلسفي عن اليونان، وترجم كتب الفيلسوف أرسطو المعلم الأول.
وعن المثقف العربي يؤمن الجابري ان المثقف هو الذي ينزل إلى مجتمعه ولا يعيش في برج عاجي، وهو الذي يلتزم بمبادئه ولا يقتات بها على الموائد السمان، وهو الذي يناضل من أجل مستقبل أكثر إشراقاً لأمته بالعلم والعمل. فعندما يترك المثقف همومه الشخصية وينخرط في هموم الآخرين، حينئذ سيكون مثقفا حقيقيا؛ أي عندما يتزوج المثقف — كما يقول الفرنسيون — هموم الوطن وهموم المجموع؛ ويحملها على ظهره! فالمشكلة — في رأي الجابري — تتلخص في أن المثقفين ينطلقون كأشخاص مستقلين؛ إذ إنهم عندما يفكرون كمثقفين ويشرعون للمستقبل؛ فالغالب أنهم لا يعملون كفريق في مختبر؛ بل كل منهم يفكر ويعاني ويعبر عما يفكر ويعاني. إن المثقف الحقيقي عند الجابري ينبغي أن يظل دائما "فوق" السياسي؛ أي أن يكون المثقف هو الذي يوجه السياسي، وأن تكون السياسات التي يبنيها السياسي مبنية على ما وصل إليه المثقف من تأسيسات نظرية ومن تقديرات للمواقف. والنصيحة التي يقدمها الجابري كقاعدة انه "لم يحدث في التاريخ أن وجد حاكم مستبد أو ناجح أو فاشل بمفرده. فمن يدورون حوله من مثقفين وفنيين وغيرهم هم المسئولون إلى حد كبير جدا على الفشل أو على النجاح.
وفي ما يتعلق بقضايا المرأة وما يصاحبها من معارك مجتمعية — لسنوات عديدة — علق الجابري على حادثة خروج"مدونة الأسرة" في المغرب التى هلل لها كل الفرقاء السياسيين والثقافيين، قائلا: أي فقيه يعرف الفقه كان يمكن له بمفرده ومعه كتبه، وبمعزل عن أي صراع أو خلفيات أن يأتي بتلك النتائج دون أن تخرج عن المجال الديني ولا عن كلام الفقهاء. فالمشكل — كما يقول الجابري — لم يكن مشكلا اجتهاديا فقهيا؛ بل هو تسييس المشكل. وربما هذه من أهم الإشكاليات التي نعاني منها اليوم في دول الخليج بشكل خاص والعالم العربي والإسلامي بشكل عام؟!
تعازينا في رحيل مفكرنا الكبير المغربي محمد عابد الجابري والباحث السوري برهان البخاري وفقيد الصحافة الكاتب الرائع محمود السعدنى "الولد الشقي". انهم حقا مصابيح أضاءت لنا الطريق في دهاليز وشوارع ليل الفكر والثقافة العربية المعتم؟!.

The appointment of the first Qatari woman in judiciary is an important step in the process of women demanding their legitimate rights in the GCC and Arab world. Ten years ago, and for some, still to this day, men were ashamed of merely mentioning the names of their mothers, and prevent their sisters and daughters from emerging in the press and other media. Therefore, women in the media would rarely use their names, adopting aliases when presenting their creative contributions.

We were, and some remain, living in a double-standard reality between history and geography, past and present, tradition and modernity. While advocating women’s rights as prescribed by Islam, and regaling stories reflecting the equality and interdependence of men and women, in reality, we see all kinds of backwardness, degradation, and disregard for women’s issues, rights, and status.

It is therefore necessary for women’s rights to be taught in the curricula of all Arab countries’ schools, especially the GCC, so that we can overcome such contradiction, preventing us from progressing forward.
For over a decade, it was difficult to fathom – let alone implement - appointing a GCC woman in a ministerial, judiciary, or parliamentary position. This was the average opinion, and that of officials, decision makers, supposed intellectuals, radical religious advisors, lawyers, and legislators. This mentality dominated the scene, condemning any daring to question it, charging them with treason, liberalism, secularism, promiscuity, and even misguided ignorance. Despite desperate attempts seeking to derail society from entering the era of change, today, the situation has changed forever and the clock never looks back.

Last year, the first Saudi woman was appointed Undersecretary of Education for Women. A year earlier, four Kuwaiti women were elected to the Kuwaiti National Assembly. Despite long decades of marginalization and denial of political rights, Kuwaiti women were able to access rights of legitimate political representation, nomination, election of the municipal council, and the Council of Kuwait’s highest legislative authority. In the UAE, also in 2008, the number of women ministers in the federal government reached four out of 22 ministers. Prior to that, eight Emirati women were accepted as members of the parliamentary body of 20 deputies. The current Federal National Council consists of nine women among the 40 members.

In Oman in 2007, there were 14 women in the Council of the State of Oman, as well as the appointment of four women at ministerial level in the past five years. Also, a woman was appointed to the post of Deputy Minister of the Undersecretary of the Ministry of Education, as well as two female ambassadors representing Oman in the Netherlands and the US. In a remarkable development in the past two years, Omani women won equal rights to men; territorial donations of the State, and equal testimonies to those of men.

As for Bahraini women, the significant role they play in social and political life was reinforced when a female minister and member of the Consultative Council was instituted in 2007. The Bahraini Women’s Movement began in 2003 to date, represented by the Supreme Council for Women’s ongoing campaign toward granting Bahraini women equal citizenship rights to men.

According to international reports, while the GCC shows improvement, systematic discrimination of women still exists.

Studies identify a group of key constraints and bottlenecks preventing women in the GCC, Middle East, and North Africa from enjoying their full legal, civil, political, economic, and social development rights. These include:

(1) Legal Discrimination: placing women in a lower status than men. Although 16 of the 27 countries included in the study endorse the concept of equal rights in their constitutions (with the exception of Saudi Arabia), women still face different forms of systematic legal discrimination that permeates every aspect of their lives.

(2) Discrimination in Nationality and Citizenship Laws: women do not enjoy the same citizenship and nationality rights as men. Women marrying foreigners cannot grant citizenship to their husbands or, in most countries, to their children.

(3) Domestic Violence: none of the countries in the region have any laws clearly prohibiting domestic violence. The entire burden of proof lies on the female victim, limiting women’s ability to report crimes. Some laws even support particular types of violence against women, such as laws abolishing punishment for men if they marry women after raping them.

(4) Lack of Information and Lack of Voice: women in the region are unaware of their rights to a large extent, due in part to educational weaknesses on rights of citizenship, the failure of governments to engage in public awareness campaigns, and poor media coverage of injustices suffered by women. In view of cultural trends, women’s protests are incompatible with their traditional, subservient role.

(5) Discrimination in Family Law: with the exception of some countries, women have inferior status to men regarding marriage and family life.

(6) Lack of Complaint Mechanisms: unlike Egypt, governments of the Middle East and North Africa do not provide women the mechanisms to file complaints of gender discrimination.

The conflict of time governs change in the GCC today; between the power driving the path of change that demands women’s access to legitimate rights guaranteed by the Constitution, domestic and international law, and the radical opposition rejecting the process of change and resorting to al measures to ensure its delay.

The success achieved by Qatari and UAE officials must be commended regarding one of the most significant human rights issues in recent years; the enactment of strict laws prohibiting the use of child camel jockeys. One of the highlighted solutions is developing technology to create robots with automated legs, to stimulate the camels to run faster. These robots replaced the previous method of using child riders due to their light weight, who were brought from some countries in South Asia, North, and South Africa. The officials admirably cooperated with some of the institutions affiliated with the United Nations for rehabilitating these children in their home countries, paying compensation to help them meet their basic needs in education, health care, and vocational training.
The efforts made by UNICEF also played a key role in resolving the plight of these children who have been deprived of their childhood, by returning hundreds of them to their countries of origin. In its report, UNICEF revealed that the majority of those who participated in the jockeys were brought through illegal means, from countries such as Bangladesh, Pakistan, Sudan and Mauritania. According to the report, the children were under very poor conditions in the camel farms, as they were forbidden from eating healthily so that they could maintain a specific body weight in order to facilitate the movement of the camels throughout the race. In addition, the children were under constant threat of being thrown off camels’ backs, which could expose them to death, injuries, or disabilities.
It is ironic that after having resolved the child jockey crisis in the GCC, it reappeared in Egypt, specifically in the Eastern, Ismailia, and Sinai provinces through the use of infants and children in camel racing. In their last festival, the organizers even attacked human rights organizations for refusing children’s participation in camel races.
The challenge that presents itself today is handling other human rights issues within the GCC, resulting in blacklisting countries either by human rights organizations or foreign ministries of certain countries. Despite praise for the improvement in dealing with human trafficking and labour exploitation issues, such as the imposition of certain fines and closing of recruitment companies, issuing orders to employers to give back employees’ passports, and paying back owed wages, some GCC and Arab countries remain in the blacklists for human trafficking. In addition to criticism that continues to be directed at some governments in strengthening control over charitable organization, lack of enforcement of laws combating money laundering operations.
In spite of the generous contributions provided by some GCC governments to organizations affiliated with the United Nations, such as the Office of the High Commissioner for Refugees (UNHCR), the paradox is that these governments do not cooperate with most of the efforts of UNHCR to provide protection and assistance to refugees, returning refugees, asylum-seekers, and those with unidentified nationalities, who the US State Department classifies as “stateless” (estimated at over 100,000 people distributed throughout the GCC, mainly in Kuwait), warning that without resolving their issues, these groups are vulnerable to recruitment by terrorist extremists.
On the other hand, the law provides for criminal penalties for official corruption in the GCC, but many officials are not enforcing the law effectively. Twenty per cent of respondents in a poll conducted by Transparency International within some GCC states claimed that within the past year, they paid bribes or depended on close relatives and tribal affiliates.
As for civil society, several reports indicate that some GCC states allow for non-governmental organizations (NGOs) to operate but still refuse to license their establishment, even banning these associations from political practice in public. Those governments also permit international human rights organizations to visit their countries and establish offices, but there is no such organization working at home, publishing periodic reports on human rights conditions. Although laws prohibit discrimination on the basis of race, religion, language, and disabilities, some GCC states do not enforce those laws in a balanced and stable manner as there are a number of laws and regulations discriminating against women, non-citizens, and domestic workers.
Violence against women remains a serious, unreported problem. Hundreds of reported cases of rape, the main victims being domestic servants, with the police, every now and then, arresting the accused, however, the Court does not always implement the laws effectively. Despite the fact that women represent half of the GCC community and have some political and social rights, they do not enjoy the same rights as men in relation to family law, property ownership, and in the justice system, as they continue to face discrimination in many areas.
It is observable in these various international reports monitoring the Arab region and the GCC in particular that human rights in this part of the world are disappointing, especially when in comparison with other countries sharing the standard of living, material well-being, and annual income. Therefore, the demand for reform and change in human rights are no longer a luxury but an urgent need in our national priorities, which are no longer internal affairs but have become international. The GCC must address problems internally rather than wait and thereby allow for change to be imposed from the outside. The GCC should accept and adapt to the trends, concepts, and practices of international human rights organizations in order to have a foothold and true value in this world.

Arab countries were eliminated early in the world championship debates hosted by Doha some time ago with 57 participating states, where the UAE was ranked the 27th, Qatar 32nd, Kuwait 34th, Sudan 38th, and Palestine in the place before last, 56th, as was initially anticipated. I did not expect more than that in light of the struggle for planting the seeds of democracy in the Arabian desert. In spite of that, I have not been as keen on a project in recent years with as much enthusiasm as I have been today for the debate project in schools. Unfortunately, most of the projects put forth today in the political, economic, educational, health, and, particularly, social realms have been dependent on social exhilaration, excitement, and false advertising, echoing throughout the media (which has transformed into a promotion campaign), without any real results.

Therefore, I would advise organisers of the Qatar Debates Centre not to go for over-embellishment and media gimmicks without a clear message and specific goal, to avoid backfire and loss of credibility. It is better to make the fruits of their labour speak for them. Everyone, near or far, will recognize the significant value of their project both in the present and the future. The operators have done well in dealing with the larger challenge of the Arabic language through the creation of a database to assist debate trainers in the Arabic language to produce innovative methods of training for the art of debating.

The reality of the Arab world is that it is lagging behind its foreign counterparts. The challenge lies in the use of the Arabic language and mechanisms underlying its theoretical concepts in order to achieve a gradual change in the internal mental structure of Arab societies. Rather than solely relying on the use of the English language, which may lead to a very polished external image and the opposite internally.

This reminds me of a time when I was studying abroad and introduced to the magical world of debates, which I learned very much from and accredit to building my awareness and shaping my personality. I still remember the English literature class, which relied on the art of debate in the delivery of information and comprehension of the lessons, that otherwise would have seemed dry and difficult to comprehend. There were many subjects, each multifaceted, ranging from literature to politics, intellectual, religious, cultural, and social issues. I noticed some students (myself included), and especially those who come from the Middle East and North Africa, had preconceived notions and ready-made, manufactured answers, that were subject to scrutiny, criticism, and dismantling. The professor would proceed to intelligently ask why students held certain views, and based on which evidence. After forming positions in the first lecture, we would be asked to argue against the very same argument, using evidence, in the next. What a way to learn! We didn’t recognize the value of this method of learning until growing up, as we had previously been critical of it, nicknaming our professor The Contradictory One. Through that method, we learned the proper way of acknowledging and understanding dissenting views, the meaning of tolerance. Rather than being prejudiced, we learned to carefully consider and examine solutions rather than issuing quick fixes, or belittling others and their points of views through isolation and marginalisation. We learned the profound meaning of Voltaire’s saying, “I may disagree with your opinion, but I will pay with my life for your right to express it”, and the wisdom of Imam Shafi’i: “My opinion is correct but has grounds to be mistaken, and someone else’s opinion is mistaken but has grounds to be correct”.

A report conducted by Pan Arab Media indicates that, a century and a half ago, in 1860, the first and most famous debate in recent history took place between a member of Congress, Abraham Lincoln, a Republican, and Senator Stephen Douglas, a democrat. It consisted of seven debates, some in the congressional elections , and some in the presidential election, laying the foundation of the presidential election debates. Most significant of this first debate was the main topic, dealing with slave trade and ownership. As was common practice at that time during debates, each candidate spoke for one hour, then half an hour was allotted for the opposition to respond. In the beginning, Douglas spoke and engaged the audience with tactical questions such as, “do you want a black citizen to be equal to you?”, and some of them exclaimed, “no!” Then he asked, “do you want black-owned farms, such as your farms? And wealth, such as your wealth?”, enticing some to chant, “no!” He was followed by Lincoln who focused on aspects of human rights clauses, and values of equality and freedom in the Constitution, and the Declaration of Independence which was digested from the majority in its infancy, and asked, “Did God create people equal?”, and some of them exclaimed, “yes!” He then asked, “Why not commit ourselves to the Constitution and human rights?”, promoting some to proclaim, shyly, “yes we can, yes we can”, which is the same slogan used by President Obama to become the first black man to reach the White House. It took Lincoln two years before winning the presidency, in which he entered debates, posing arguments, and presenting evidence.

He won some and lost others, all in an attempt to build a new concepts of citizenship, equality, and human rights regardless of origin, race and beliefs. It took another two years after that for the issuance of the Emancipation Proclamation, and then another three years before declaring war and triumphing on the southern states of Confederation, which refused to free slaves.

Qatar’s hosting of the World Schools Debating Championships (2010), which ended a few days ago, calls for pride. Despite the lack of any Arab teams qualifying for the championships, the participation of some Arab countries in and of itself is an achievement and a driving force to progressing forward. I wish for the day that the art of debating is taught within the curricula of Arabic classes, disseminated in civil society organizations, and Arab media, reaching minds and hearts, thereby encouraging the Arab community to overcome the culture of a single opinion, single mindset, single party, and single leader forever. Hopefully, it will propel the Arab community into the Age of Enlightenment, to catch up with the rest of the world.

Through the media, Qatar’s political, economic, and social progress is preserved. A comprehensive strategy is necessary to encompass Qatar’s media body, which was dismantled 12 years ago as a result of the dissolution of the Ministry of Information.

The establishment of the Doha Center for Media Freedom reignited concerns regarding the status of the media in Qatar, as well as the obstacles faced day after day. It is clear that the seriousness of the challenges facing local media, the need for mobility, and the importance of radical change have yet to be grasped.

This is evidenced by inefficient public participation of the parties most concerned with and affected by the issues at hand; freedom of expression and publication. It should be noted that the forums, conferences and lectures addressing the press or media in Qatar in general have become similar to memorial ceremonies reminiscing the glories of the past.

There is much concern over the Penal Code restricting freedom of expression, the absence of a private association of journalists and media professionals gathered under one umbrella, Qatari journalists of both genders that flee from local media participation, legitimacy of references, and absence of ethical legislation governing the profession, and so forth.

What distinguishes the initiative called for by the Doha Center for Media Freedom is a great effort towards its formulation stemming mostly from active participants in the media and press laws in Qatar.

The analysis monitors the most important ailments suffered by the media after the dissolution of the Ministry of Information in 1998, and writes a prescription for antidotes, the most significant of which demands the cancellation of Press and Publications Law No. (8) for the year of 1979, which was passed in over 30 years, and has since become incompatible with the spirit of the modern constitution. It does not keep pace with the increasing diversity of media, from satellite channels to Internet sites, and the proliferation of newspapers and publications.

The law contains retroactive penalising terms of restricting freedom of expression, such as imprisonment, arrest, and fines. The analysis highlights a need to expedite the enactment of a modern law governing Press and Publication, promoting the principle of freedom, and raising the bar of expression not only in Qatar but in the Arab region as a whole.

The modernised law should advocate the implementation of decisions that would bring about progress in the country, where Qatar is among the first of Arab states to abolish its Ministry of Information, leading to the distribution of competencies, the creation of Al Jazeera and its counterparts, the Doha Center for Media Freedom, the Arab Foundation for Democracy, and the great edifice of the Qatar Foundation for Education, Science and Community Development.

However, despite all of these changes, there was not a similar openness, mobility, or real change reflected on the status of domestic press and media. Institutions within this realm have been left out of these changes, becoming outdated.

In addition, there are calls for drafting an honourary Charter of the Press, unified across the Arab world, as a show of solidarity with fellow journalists subjected to any kind of violations. In today’s world freedom of expression is the very criteria used when judging and classifying countries according to the status of rights granted to those on its soil.

Qatar’s media today lack integration and a comprehensive strategy to set a unified vision, objectives and roles to be played at a local, regional, or international level.

Despite the fact that our society is relatively small, and we live in a peninsula on the Gulf Coast, our media seem to live on even smaller islands isolated from each other, separated by distances of time and space. This is what has been observed in seminars, conferences, and forums that bring together the press, television, radio, Al Jazeera, and the Qatar Foundation for Education, Science and Community Development, and private universities.

We have all the capabilities and capacity to become a model of excellence for the region. Interest in the development of the press and media in Qatar must be at the top of our national priorities, initiated through legislation, and the development of a comprehensive strategy to unite the body of media that has become disjointed after the dissolution of the Ministry of Information. We must deal with arrears and freedoms of expression at a regional and international level, and become a reference point for future applications.

GCC civil society: The paradoxes of Saudi Arabia and Qatar

One of the headlines of GCC press that has attracted my attention in the past few days is the announcement of a Saudi Arabian member of the press that he has officially submitted a request to the Ministry of Social Affairs in Saudi Arabia to form a society aiming for “sympathy toward men under the domination of women”.

Amongst the reasons the journalist cites for establishing this society is the neglect of men by their wives under the guise of working or care for children. He described this form of neglect as being unacceptable to many classes of men, pointing out that women abandoning their duties toward men are no longer an individual case, but has become a widespread phenomenon, especially with the reliance on domestic servants in conducting matters of the home. The journalist added that the financial independence of women has negatively impacted marital relations, since the wife does not contribute to household expenses despite dedicating time to work rather than the home. As for wives who do not work, they demand luxurious services for spending leisure time, including a car and driver, and shopping allowances, all the while depending on maids to take on their domestic duties. He also pointed out that the membership should, of course, be limited to men, and provided for no fee, just the moral support to other men in lifting the domination exercised by women on them.

Perhaps Saudi women’s action after this incident is a more mature and acceptable manner of dealing with complex issues in the community. A group of women joined together to obtain a license from the Ministry of Social Affairs in an effort to establish a society called , “Mowada” (or “Empathy”) for the treatment of divorce cases. They aim to anticipate and treat problems contributing to divorce through committees comprising of 31 women and a commission made up entirely of male lawyers, religious scholars, businessmen, and jurists. This society has received the approval of the Ministry of Social Affairs on February 17, 2010, and has become the first Assembly of Saudi Arabia on issue of divorce. The women’s association will have male support through the commission of men, because the ministry does not provide a licence for co-gender committees.

What is striking in this and other news is that it illustrates the authenticity and dynamic nature of rapid social mobility, which began in alternate sectors of Saudi society in various fields, especially in the area of civil society and its associated institutions. Although this movement came late for other Gulf communities, it is beginning to take root as they race one another to reform civil society institutions.

In Saudi Arabia, there are now over five hundred associations contributing to the State through support and education, including associations of medicine, engineering, geology, accounting, economics and management, journalism and literature. In addition, charitable associations and the Human Rights Association, which are players in everyday life, and whose activities are prominent and benefits are considerable. The members of the Saudi Shura Council have recently drafted a new system for civil associations and institutions that is awaiting Cabinet’s approval in the forthcoming days. This is a promising development of enhancing the quality, development, and activation of the role of civil society institutions in Saudi Arabia. This is especially the case since the drafted project seeks to regulate and develop civil action, and aims to involve citizens in community management and development, as stated in its first article. The project seeks the formation of an independent body on behalf of the national associations and institutions aimed at the organization of civil work and development and facilitating the tasks of associations and institutions, providing them with protection and support in overcoming difficulties they may encounter.

How have the tables been turned so dramatically? After Qatar was one of the first Gulf countries absorbing the need for change through the structure of society, the formulation of laws, and civil society on the principle of participation, the Qatari Council of Ministers did not pass the proposal of the Shura Council, and have instead suspended the provisions of the current law on associations, institutions, the drafting of a new civilised law. This leads one to question: what are the seeds we want to plant today to see fruits tomorrow?

“Where is the Qatari Authority for Charitable Activities?” This was the focus of questions of fellow Muslim and Arab delegations who met on the occasion of the Third Conference of the Humanitarian and Civil Society Organizations in member states of the Organization of Islamic Countries (OIC) held in Doha. There were hopes that the conference, which runs under the slogan of, “together for effective solidarity”, would be attended by the Secretary-General of the OIC. Despite his apology for non-attendance, the conference was attended by representatives from over 70 charitable and humanitarian organisations of 35 member states of the organization.

The Third Conference focused on two main issues; first, collaboration between humanitarian organizations in preparation for and response to disasters in the Muslim world, and, second, on strengthening cooperation between humanitarian organisations and the OIC. The conference is one of the most prominent projects undertaken by the Qatar Authority for Charitable Activities, which sponsored the event and contributed to its success and continuity. This was affirmed by the president of Senegal, whose country hosted the First Conference. It is surprising to find that the “Godfather” of the OIC was not present in the ceremony of the conference’s third annum, especially since it is he who was selected for this commitment since its inception.

The additional absence of Qatar Authority for Charitable Activities, which was recently dissolved after gaining prominence in the Arab and Muslim world, also raised several eyebrows. It was particularly surprising to participants from the GCC, namely the delegations of Saudi Arabia, Kuwait and the UAE, who are most aware of Qatar’s experience, having studied and been guided by its pace, especially in the organisation of charitable work and humanitarian activities carried out by private associations and institutions, and building partnerships with organisations and international institutions. While some Gulf states are currently awaiting decisions approving the establishment of independent supervisory and regulatory work of assemblies and civil society institutions in their home countries in the forthcoming days, current news regarding Qatar’s dissolution of the Qatari Authority and distribution of its duties was met with astonishment. It is somewhat similar to a setback since Qatar is regarded as a leader in the region. Kuwait signed a contract last month with the British Charity Commission, overseeing and controlling beyond 200,000 British charities and launching over 15,000 charities annually, in addition to its contract with the International NGO Training and Research Centre (INTRAC), which provides civil training specialized in non-governmental charitable work and training, rehabilitation and capacity building. The irony is that the first signing of an effective partnership between an Arab-Islamic association and both the Centre and the British Charity Commission was conducted by the Qatar Authority for Charitable Activities.

The work of humanitarian institutions and civil non-profit Non-Governmental Organizations (NGOs) is derived from the concept of volunteer organisations that fulfill the public sphere lying in between the family and society to achieve the interests of its members. NGOs are committed to the values and norms of respect, compromise, tolerance, and peaceful management of diversity and disagreement. Adopting such values corresponds with optimal progression and social development, which ultimately results in manufacturing of civil society.

Some time ago, the Arab Network for NGOs was launched, chaired by Prince Talal bin Abdulaziz Al Saud. The network is a unique, pioneering work.

With globalization, civil society has gained international, wide-ranging dimensions, leading to the emergence of key roles in effective institutions, and significant effects on global civic organizations. This has led civil society to play humanitarian roles across countries and continents, making significant achievements, thereby earning both deep respect and envy due to their weight from governmental and quasi-governmental organisations.

The changes that took place during the past 10 years in the structure of Qatari civil society were swift with a far-reaching impact, starting from the imposition of laws that cripple and restrict the establishment of associations, such as Law No. (12) of 2004 on associations and private institutions. Through the amendment of the Act a few days ago, the amount of capital required for the establishment of associations and private institutions was increased to a minimum of 10 million riyals, as well as the dissolution of the body responsible for planning, developing , and activating the role of civil society institutions, transferring its responsibilities to a mere department, rather than transforming it into a comprehensive, independent sector, otherwise known in today’s world as the Third Sector.

In a symposium at Qatar University last week, the Chairman of the National Human Rights Committee indicated that Qatar has acceded to the Convention on the Elimination of All Forms of Discrimination, International Convention on the Punishment of the Crime of Apartheid, International Convention for the Rights of the Child, and the Optional Protocol I to the Convention on the Child, amongst others. Perhaps the problem does not lie in adherence to conventions but in their translation into operational policies on the ground, a role that must be played by civil society organizations almost nonexistent in Qatar.

The Chairman pointed out that Qatar is considering accession to the International Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights. Hopefully, those considerations swiftly develop into strategic decisions as they represent the biggest challenge facing Qatari society. Ironically, Qatar began progressing several years ahead of many GCC and neighbouring countries, but has stalled since. The Commission, in cooperation with the Supreme Council for Family, has to be commended for conducting a study to be submitted to the Council of Ministers on the potential for bringing the rights of Qatari women’s children into equality with others.

Public participation in such issues is important to raise national awareness and build consensus, rather than imposing decisions from above.

In a recent questionnaire published by Al-Watan, respondents were asked about their support in granting Qatari citizenship to the children of Qatari women married to foreigners. Eighty-one percent of the respondents indicated their support, which is distinctively eye-catching in comparison to similar polls taken place in other GCC countries, where social strife, sectarian fanaticism, and tribalism play a major role in the high rate of rejection of the same issue.

Although the constitutional articles of GCC countries guarantee human dignity and equality of citizens before the law without discrimination on grounds of sex, origin, language, or religion, the law clearly makes a distinction between men and women regarding granting citizenship to children. A child born to a Qatari man married to a foreigner is granted citizenship without limitation. However, if born to a Qatari woman married to a foreigner, the child does not acquire citizenship, apart from some near impossible exceptions. What is worst, divorced GCC women are sometimes denied their children if the father is foreign because the law does not ensure mother’s custody.

This same issue was dealt with in a civilised and humane manner in other Arab countries such as Egypt, and it is anticipated that the UAE will formally announce amending their maternal citizenship law, hopefully encouraging other GCC countries to follow.

A study of citizenship in Arab countries conducted by Dr Fares indicates that a democratic, clear and precise concept of citizenship is nonexistent, and identifies the most important problems as granting males citizens more rights than women, more rights to citizens by birth than naturalisation, open citizenship to some religious sects than others, and exclusionary civil citizenship recognising rights of those born in the community whilst denying the naturalisation of residents in the community for several generations of most basic civil and legal rights.

Unfortunately, there is no institutional, strategic vision for community or national integration. Acquisition of full citizenship is not linked to concepts of national belonging, awareness of history, culture, sacrifice for the nation, or respect for legal, social, and constitutional values.

Rather, citizenship is built on self-interest purely in a political context without effective means to enshrine the concept of community integration on the ground. Laws of nationality, residency, election, and legal positions within international agreements are inconsistent with constitutional provisions of indiscriminate citizenship.

Therefore, it is necessary to draft a new social contract of citizenship and form a civil community that adopts basic human rights principles, while understanding that national belonging, allegiance, and equal citizenship are not impulsive, but coupled with education through training as citizens are involved in decision-making.

The basic steps to strengthen national, humane positions in this long postponed issue are -- grant Qatari women married to foreigners custody of their children without specifying the age of children, equal bonuses as other married employees, citizenship to their foreign husbands in order to accompany wives for medical treatment or overseas education, and equal rights to their children as other citizens such as owning property, health insurance, education sponsorships, and employment opportunities.

السؤال الذي بدأ يثير العديد من التساؤلات المحيرة والمستهجنة أيضا، هو لماذا يمتنع الكثير من الصحف ووسائل الإعلام في قطر عن تناول التقارير العالمية أو الدولية، التي تقدم رؤية تحليلية واقعية للمجتمع القطري، رغما أنها تنشر في وسائل الإعلام الأجنبية والعربية والخليجية وتنقلها المنتديات والمواقع الالكترونية القطرية، ورغم ذلك لا نجد لها أي إشارة في الإعلام المحلي بكل وسائله من تلفزيون وإذاعة وصحافة؟!. تقارير ودراسات كثيرة تنشر بشكل سنوي ودوري تتناول التنمية البشرية في قطر، وأوضاع حقوق الإنسان من وجهة نظر المنظمات العالمية، المجتمع المدني، التغيير في المنظومة الاجتماعية والفكرية، الأوضاع الصحية والنفسية وغيرها. لقد تجاهل بعض الصحف في قطر نشر أو تناول أو التعليق على التقرير، الذي أوردته أشهر صحيفة في العالم على صفحتها الرئيسية في الأسبوع الماضي، وهي صحيفة النيويورك تايمز، تحت عنوان، الثراء يضع خيارات غير صحية في قطر (Privilege Pulls Qatar Toward Unhealthy Choices)، (الترجمة بتصرف)، الأمر الذي اهتمت به وسائل الإعلام العالمية واستأثر بنصيب كبير من التعليقات المختلفة، هل تم التجاهل لان التقرير لم يكن كتلك التقارير، التي اعتدنا عليها في الخليج في السنوات الأخيرة، التي يطرب لها بعض الآذان، خصوصا في الدوحة ودبي والمنامة والكويت بالذات، على شاكلة "المعجزات الصحراوية" أسطورة الصحراء، "ومدن تنبت وسط الكثبان الذهبية"، إلى أن تغير الحال كما نرى يوما بعد الآخر، والتغيير جاء بالتحديد فاجعا بعد كارثة الأزمة الاقتصادية العالمية الأخيرة، فتحول الحديث إلى عناوين مثل "الإمارة والقرية الفقاعة"، و"الجزر الصناعية التي تغوص في الرمال الصحراوية المتحركة"، و"غياب الإنسان والتحسر على بقايا العمران". ورغم ردود الأفعال المتسرعة أحيانا في الإشادة أوالانتقاد، فإن وسائل الإعلام العالمية اليوم تتجاوز الحديث عن الصورة العامة الخارجية، التي لا تكون عاكسة للوضع الحقيقي الداخلي، إلى تقارير مفصلة ودقيقة تركز على عناصر التناقض في المجتمع العالمي، خصوصا العالم العربي؟! مثل الذين يتحدثون عن الديمقراطية في مجتمعات تحكم بقوانين الطوارئ، والتعددية في بلدان تدار من قبل الحزب الواحد، والاستقلالية في المؤسسات المدنية، التي تكون محسوبة على النظام والحكومة، وعن الحرية والتعبير في المؤسسات الصحفية والإعلامية المرتبطة بمؤسسات ووزارات الإعلام وهكذا.
التقرير لم يتطرق إلى "الجزيرة" المحطة العربية الأولى، ومؤسسة قطر للثقافة والعلوم والمجتمع وجامعاتها، ولا المبادرات الدبلوماسية الخارجية، بل ركز على وضعية المحور الرئيسي، وهو الإنسان، الذي يعيش فوق هذه الأرض الطيبة، يشير التقرير إلى أن قطر بالرغم من صغرها، تتميز بالأرقام الكبيرة، حيث يوجد بها ثاني أعلى إجمالي ناتج محلي بالنسبة للفرد في العالم، وثالث أعلى احتياطي غاز طبيعي، ومع ذلك، تحتل ترتيبا متقدما في أشياء أخرى غير مرغوب فيها بدرجة كبيرة، حيث إنها من أكثر الدول التي ينتشر بها مرض السكري والسمنة والاضطرابات الجينية، وذلك حسبما أجمع عليه خبراء صحة (محليون ودوليون)؟! وبحسب الصحيفة فإن القطريين الأصليين، الذين يبلغ عددهم نحو 250 ألف نسمة في دولة يبلغ عدد سكانها 1.6 مليون، يعانون من مشكلات صحية خطيرة ترتبط بصورة مباشرة بنمط حياة له خصوصية وتقف وراءه الثروة البترولية والإصرار على الالتزام بتقاليد مجتمعية مثل زواج الأقارب، الذي قد يؤدي إلى اضطرابات جينية مثل العمى وغيره من الإعاقات العقلية المتنوعة. وتحتل قطر المرتبة الخامسة عالميا من ناحية نسبة المواطنين في المرحلة العمرية ما بين 20 و79 عاما الذين يعانون من السكري. والمرتبة السادسة عالميا من ناحية انتشار السمنة، وبها أعلى معدل للسمنة بين الأطفال في منطقة الشرق الأوسط وشمال إفريقيا. وتبلغ نسبة النساء القطريات اللاتي يعانين من السمنة 73 في المائة، في مقابل 69 في المائة من الرجال. وتقع قطر في المرتبة السادسة عالميا أيضا من ناحية ظهور تشوهات خلقية بالنسبة لكل 1000 مولود حي (أين الاستراتيجية يا وزير الصحة؟!). وعن المخاوف المرتبطة بالهوية والثقافة ينوه التقرير إلى أن القطريين يعيشون داخل دولة لا تكبر عن ولاية كونيتيكت، ويمثلون أقلية وسط أكثر من مليون عامل أجنبي جذبتهم فرص العمل إلى قطر؟!
لقد تناولت في زاويتي المتواضعة في بيتنا الصغير"الشرق"، من العام الماضي إلى الوقت الراهن، ما يزيد على 15 تقريرا من بين عشرات التقارير الإقليمية والدولية عن قطر، في التنمية البشرية، الديمقراطية، المجتمع المدني والأهلي، المرأة، الطفل، حقوق الإنسان، الاتجار بالبشر، تقييم الصحافة، وحرية الرأي والتعبير والنشر، الى جانب قضايا تعليمية، ثقافية، فكرية، اقتصادية، وتجارية، وللأسف لم تنشر الصحف الأخرى أيا من تلك التقارير مع أنها موجودة ومتاحة ومتداولة في المواقع الالكترونية الخاصة بالمنظمات الدولية ويطلع عليها العالم وتنشرها وكالات الأنباء، ويتجاهلها المحسوبون على إعلامنا في قطر. والأدهى والأمر أنه لا يتم طرح هذه القضايا المختلفة على مستوى الحوار الوطني، ولا يتم تناولها في المؤتمرات والندوات والمحاضرات الأسبوعية، التي تعقد في الدوحة وضواحيها، ولا نستطيع حتى أن نعدها أو نعرف من المستفيد من ورائها، ولا تتم مناقشتها في البرامج والمحطات لا المحسوبة على الداخل (التلفزيون والإذاعة الرسميان) ولا في تلك المحسوبة على الخارج غير الرسمية (محطة الجزيرة وتوابعها)؟!
في عصر العولمة لم نعد نستطيع أن نظهر غير ما نبطن، ونعتمد على الترويج الدعائي، والتهليل، والتصفيق، وحرق البخور، وإبراز أشياء وإخفاء الأخرى، فسرعان ما ستنكشف اللعبة وان طالت خيوطها. وأذكر ما صرحت به أوبر وينفري (Oprah Winfrey) منذ مدة في برنامجها المشهور (Oprah)، في التعليق على أسلوب الحياة في إحدى الدول الخليجية الشقيقة، وهي تعني دول الخليج بشكل عام، فهي أشارات إلى أن "المصريين هم من يبني مساكنهم، والهنود هم من يكنس شوارعهم، والفلبينيين يربون أولادهم، الاندونيسيين يحضرون طعامهم، والأمريكيين يتولون الدفاع عنهم، بينما هم يتصرفون كـ «باريس هيلتون»، فهل وصف (أوبرا) صحيح في جله أو بعضه أو جزء منه أو انه ليس صحيحا على الإطلاق؟! هل حان الوقت أن نفتح كل ملفاتنا المغلقة ونتحدث بصراحة وشفافية لنواجه التحديات اليومية والمستقبلية في قطر قبل أن نتطرق للحديث عن اصطلاح منظومة الخليج والجامعة العربية والأمم المتحدة؟!
