الخليج وتحديات الانتقال من التعاون إلى الاندماج

هل تكون نقطة تحول في مسيرة دول مجلس التعاون الخليجي؟
ضرورة تسريع مسيرة التطوير والإصلاح الشامل داخل دول الخليج
العديد من المخاطر الخارجية تحيط بالدول الخليجية


هناك استشعار بخطورة الأوضاع والمخاطر الإقليمية واتساعها، وامتداد وانتشار الثورات في الدول العربية وتداعياتها وآثارها على دول الخليج، إلا أن الاختلاف لا يكمن في العناوين والتسميات التي تتحدث عن ضرورة التغيير بل في الرغبة الحقيقية لكل دولة في تبنيه وتنفيذه.. وخصوصا على مستوى قمة الهرم في السلطة والحكم والخلافة، وصناعة القرارات المصيرية وتطوير التجربة الديمقراطية من خلال منح الصلاحيات للمجالس التشريعية المنتخبة، وإفساح المجال لتحول المجتمعات الخليجية التقليدية القبلية المذهبية إلى مجتمعات مدنية مؤسساتية.

هل سنشهد في سنة 2012 نقطة تحول في مسيرة دول مجلس التعاون لدول الخليج العربية، من مجرد سياسة قائمة على التعاون إلى الانتقال لمرحلة الاتحاد في كيان واحد، لمواجهة «التحديات» بعد مضي ما يقارب من 30 سنة من عمر المجلس الذي تأسس في 25 مايو 1981 وهو الذي ذكر في ديباجته انه عبارة عن (صيغة تعاونية تضم الدول الست، تهدف إلى تحقيق التنسيق والتكامل والترابط بين دولهم في جميع الميادين وصولا إلى وحدتها، وفق ما نص عليه النظام الأساسي للمجلس في مادته الرابعة)، إن الحديث حول الوحدة انتقل من السجال والحوار في المجالس والمنتديات والصحف ووسائل الإعلام الخليجية إلى دائرة صنع القرار السياسي، لكن الحديث حول الاندماج في اطار الفيدرالية كما تناولها البعض بشكل مبالغ فيه لا يزال بعيد المنال وربما أن الصيغة الأفضل تكمن في الاندماج تحت الصيغة الكونفدرالية، وهو ما سيمثل التحدي الأكبر لكل دولة وطموحاتها سواء على المستوي داخلي أو الإقليمي أو الدولي ومدى الجدية والرغبة الحقيقية في تنفيذ التوجهات واستيعاب المتغيرات والدخول في إصلاحات سياسية واقتصادية واجتماعية متزامنة مع التخلي عن الصلاحيات السيادية مجالات الدفاع والاقتصاد والنفط والسياسات الخارجية. للتذكير فقط ان الاتحاد الكونفدرالي ينشأ نتيجة معاهدة تبرم بين دول كاملة السيادة تتفق على تنظيم علاقتها الاقتصادية والثقافية والعسكرية مع بعضها البعض، فتنشأ علاقة اتحادية تحتفظ بموجبها كل دولة بسيادتها واستقلالها وحكامها وحكومتها وبنظامها السياسي وتحافظ على جنسية مواطنيها، وتمتلك حق الانسحاب من الاتحاد، ويعد دخولها في نزاع مع احدى الدول نزاعا دوليا وينتهي الاتحاد الكونفدرالي إما بانفصال الدول الأعضاء أو انحلال الاتحاد أو زيادة تماسكها وترابطها ودخولها في اتحاد فدرالي عوضا عن الاتحاد الكونفدرالي. وبشكل عام تبدو الفكرة جميلة لكن استحقاقاتها تحمل مسئولية كبيرة والتزاما واحتراما وتكافؤا بين الدول وان اختلف حجمها بين الشقيقة الكبرى أو الصغرى، وهي عوامل لم ترسخ في بنية العقلية السياسية الخليجية عميقا.. والدليل انه لو حصل اختلاف بسيط على المسائل الحدودية والسيادية لاشتعلت أم المعارك السياسية والإعلامية الخليجية بين الاطراف المتشابكة والكل يريد الانتصار لوجهة نظرة وتغليبها على الآخر، وربما كانت مسألة إصدار العملة الموحدة خير شاهد على ذلك.. يذكر التاريخ أن آخر محاولة للوحدة كانت تحت صيغة “الاتحاد التساعي” الذي كان سيضم تسع إمارات خليجية: قطر والبحرين مع الإمارات السبع.. ولكن المشروع فشل نتيجة التنازع على الصلاحيات والسياسات.

الضمان لنجاح صيغ الاندماج وقيام الاتحادات هو المشاركة الشعبية والإيمان بأهمية التعاقد الذي يسن عن طريق المؤسسات الدستورية ويطرح في استفتاء ليسبغ عليه الشرعية، وهو الغائب الأكبر في مسيرة دول الخليج على مستوى داخلي وخارجي، هناك دول لا تؤمن بدستور وأخرى لديها دستور مجمد معدل مغير مبدل كلما تطلب الأمر، والأخرى تملك دستورا مزينا بنصوص براقة ولكن غير مطبق ومفعل ولا يتم الأخذ به والرجوع إليه، وهناك مواد دستورية لكن مجمل القوانين تخالف ماجاء بها جملة وتفصيلا، حتى الدولة الأقدم في صياغة العقد الاجتماعي وهي الكويت يدور فيها الصراع اليوم حول تغيير الدستور، ورغم انه يتضمن مادة تجيز إمكانية تعديله بعد مرور خمس سنوات من صدوره، الا أنه بعد مرور أكثر من خمسة وأربعين عاما لم يمس أو تطرأ عليه أية تعديلاتن لأنها مرتبطة بمخاوف وريبة من خطورة التعديل والتغيير!! الأمر الذي لفت انتباهي في بيان مجلس التعاون للدعوة إلى "تسريع مسيرة التطوير والإصلاح الشامل داخل دول الخليج، بما يحقق المزيد من المشاركة لجميع المواطنين والمواطنات، ويفتح آفاق المستقبل الرحب مع الحفاظ على الأمن والاستقرار وتماسك النسيج الوطني والرفاه الاجتماعي"، وهي الدعوة الأهم التي لم تبرز بالشكل الكافي وتاخذ حقها في الطرح والمداولة والنقاش، فهناك ثلاث دول خليجية على الأقل تعاني من صراعات وتجاذبات واحتقانات سياسية واقتصادية واجتماعية أدت إلى خروج الناس في الشوارع تغيرت على اثارها حكومة ورئيسها وتمت الدعوة إلى انتخابات برلمانية في الكويت، وعزل بعض الشخصيات الحكومية التي ارتبطت بالفساد والحديث حول صلاحيات توسيع مجلس الشورى في سلطنة عمان، وانفجار الشارع في البحرين الذي مازال ينزف حتى بعد تقرير لجنة بسيوني لتقصي الحقائق، بالإضافة إلى بقية الدول الخليجية والحديث عن الإصلاحات السياسية الموعودة في السعودية وقطر والإمارات.

في التحدي الخارجي يشكل النفوذ الإيراني في الخليج والعراق وسوريا أهم التحديات، والمجلس لا يملك الكثير من الخيارات في مواجهة هذا النفوذ المتفاقم، ووسائل التهدئة ومد الجسور لم تأت ثمارها على المستوى البعيد ناهيك عن القريب، وهناك تهديدات حقيقية لضرب أهداف إيرانية خصوصا بعد صدور تقرير الوكالة الدولية للطاقة النووية واتهام طهران باستخدام برنامج نووي سلمي كغطاء لإنتاج أسلحة نووية. الطريف انه بعيد انتهاء اجتماع دول مجلس التعاون الخليجي، ومطالبتها إيران بالكف عن إثارة الفتنة، لفتت صحيفة «معاريف» الإسرائيلية إلى أن إسرائيل طالبت بعض دول الخليج بزيادة إنتاج النفط لتفادي ارتفاع أسعاره في حال مهاجمة إيران!!
الزميل عبدالله بن بجاد يشير إلى ثلاثة مخاطر تحيط بدول الخليج: الانسحاب الأمريكي من العراق وتسليمه كطبقٍ من ذهبٍ لإيران وحلفائها العراقيين، ويتمثّل في تحويل العراق لقاعدة لمناكفة دول الخليج وللعمليات القذرة ضدّها للتعويض عن اضطراب سوريا والاحتمالات القوية لسقوط النظام. الخطر الثاني هو احتمال قيام محورٍ أصوليٍ في الدول العربية المحتجّة معادٍ لدول الخليج وهو احتمال قائم — باستثناء قطر بالطبع وإنْ إلى حين — فتاريخ وخطاب الجماعات الأصولية كان على الدوام معادياً للخليج في خطّه العام، وهو تاريخ وخطاب لم يتغيّر منه شيء وإنْ حاول البعض إلقاء بعض المساحيق عليه حالياً لتشتيت الصورة. أمّا الخطر الثالث، فهو أن تكون دول الخليج محاطةً بدولٍ فاشلةٍ أو دولٍ مهدّدةٍ بالفشل في استقرارها السياسي وفي عافيتها الاقتصادية وفي سلمها الاجتماعي، فإن ذلك يعني تهديداً مباشراً لبناء التنمية وتطويرها في دول المجلس، وتهديداً لاستقرارها السياسي والاجتماعي وسلمها الأهلي، وعبئاً كبيراً على اقتصادياتها.

لقد نجحت منظومة مجلس التعاون الخليجي في الاستمرار بينما تلاشت عن الساحة منظمات عربية أخرى مثل مجلس التعاون العربي وقبله حلف بغداد والاتحاد الهاشمي والاتحاد المغاربي، ولكن اليوم مطلوب منه الكثير خصوصا في الانفتاح على الداخل والقيام بالإصلاحات السياسية وتفعيل المشاركة الشعبية.. فلقد ولت أيام الاحتفاء والمجاملات و"بوس الخشوم" وجاءت أيام التحديات الكبيرة وسط عواصف التغيير في العالم العربي التي تجتاح المنطقة وأنظمتها.

The countdown for the end of the year wonders in the Arab world has begun. A year that started when a street vendor set himself on fire as he was not allowed to sell his vegetables in the popular market, and triggered protests which swept away dictatorships and totalitarian regimes that had governed for decades with iron and fire in Tunisia, Egypt, Libya, Yemen and perhaps Syria and other Arab countries that teetering on the way, and that will be coming in year 2012.

How does the world perceive the revolutions, which unexpectedly exploded in the Arab region, in a moment that neither the great powers, nor the international and Arab intelligence services, not even the internal and external think tanks centers of research and studies, could predict? Asharq Al Awsat newspaper published an excellent report in which it presented the views of a number of intellectuals in the United States and their comments on the Arab revolutions. These points of views are worthy of attention and it would be beneficial to communicate with their owners and to invite them to perform thorough studies and research on the current and future Arab situation.

One of them, Kai Bird, the author of the book “Crossing Mandelbaum Gate,” said in his comment that “For years, the Arab identity has been confined to defeat, injustice and poverty and disability. It has been suffering from a complex of inferiority that seemed to last eternally. But this year marks a revolutionary awakening in the Arab world and a rupture with the past.”

Henry Wacussian , a professor at the University of California, said that: “The Arab dictatorships collapsed after decades of repression, and Arabs and their sympathizers are now jumping of joy as if they could not believe that. The results of Arabs awakening will not be reflected on the region only, but also in the West. For this, Westerners must suspect and reconsider their fragile political alliances with the Arab rulers that were established for the benefit of their own economic interests and protected by these rulers.”

Juliet Jaodkanis, the writer of the magazine Nation, considered that: “Whatever the similarity between Arab events and the events of 1968 in Paris and the fall of the Berlin Wall in 1989, it would be too early to declare that freedom has prevailed and that it is going to spread in the rest of Arab countries. That’s because everything depends on how the West responds to this Arab awakening. Furthermore, compared with Eastern Europe in 1989, the Middle East in 2011 lacks the stability of external structures like NATO and the European Union. The transition in Eastern Europe after 1989 took longer time and was more expensive than what was expected. There is also the experience of Ukraine’s Orange revolution in 2004, which failed after a few years due to lack of efficiency, internal feuding and the corruption of the new rulers.”

Stephen Boredanoviom of the site Boredanoviom said that “If the Arab awakening fails, extremism will spread throughout the region because it will be difficult to return to the previous situation before the revolution. The genie is already out of the bottle! This is the second Arab awakening in modern history. The first was the Arab Revolt against the Ottoman Empire. It is true that the first awakening was against a foreign colonialism and the second is against internal rulers, but if we consider the long years spent by these rulers in power, it can be such as colonialism!

William Pfaff, author of Disaster of American foreign policy said: “Most of Americans accept the historical international obligations imposed on them, such as what happened in 1941, when they entered the Second World War against Nazi Germany and Imperial Japan. Then it was the victory in the Cold War in 1989. It seemed as if the global order of the US has created a free and stable world for the first time! Then we faced the Arab attacks of September 11 against the US, and since then, we live in a global chaos. According to a number of people who believe that the awakening of Arab democracy will consolidate the democratic order in the world, the United States, the leader of democracy, has a chance to contribute in the achievement of that.”

Lawrence Bob, the diplomat and expert of the Arab world, wrote: “In 1938, George Antonius, an Egyptian-Lebanese writer and diplomat published a book called (The Arab Awakening) saying it was a result at that time of the spread of western ideas, and institutions such as the American University in Beirut, and the Faculty of Robert in Istanbul. But, in later years, this optimistic vision was replaced by the ideology of Arab nationalism. It is a contradictory mixture of Marxism and Arabism, represented in the slogan of the Baath Party: (one Arab nation, with an eternal message).

But the resounding defeat of Arabs in 1967 revealed that the Arab nationalism was a forged idea. Years later, types of political Islam filled the vacuum to face the penetration of the leftist trend in politics and armed forces, as happened in Egypt and Jordan. But when Islamists assassinated President Sadat in 1981, Islamic political parties were banned in the entire Arab world. Now after half a century of totalitarian rulers, and the assumption that the Arab peoples slept or died, it became clear that they didn’t die; they were asleep, but had just woken up.”

Mwangi Kimenyi, the director of the African Section of the Brookings Institution in Washington, highlighted the change, which was made by Arab- African countries with regard to other States in the same continent, to which they were similar since 40 years ago. He explained: “In 1970, the life expectancy in Tunisia was lower than that of the Congo. The number of children in schools was less than in Malawi. But, over the past four decades, the North African countries have become more developed than the rest of Africa. For this, New Democracy Movement in the Arab world is the result of the progress of development, and not the contrary as said the Human Development Reports of the United Nations.”

George Birnbaum, an American expert, estimated that “Young people in the Middle East had no hope for the future. Now they have a reason to look ahead. The challenges, however, are formidable. The Arab countries need to create 100 million jobs in the next five years. Democracy by itself won’t solve the problem; these Young people need decent jobs, advancement and better living standards.”

Joel Hurst, of the Council on Foreign Relations in Washington, criticised the policy of his country, which is dedicated to the defense of freedom and democracy, and ignores the repressive regimes of its Arab allies under the pretext of maintaining stability and providing cover for Israel in this hostile area. He added: “We are witnessing the most important moment in the Arab political history in our lives, but unfortunately, this news came as a mixed of blessing and curse for the United States. That’s because for a long time, our policy in the Arab world has been fraught with contradictions, and caused lack of credibility problem for the Arab street. “

Francine Kiefer, of the newspaper Christian Science Monitor, considered that, “even if the Arab uprising does not spread beyond countries in North Africa, it will not stop expanding, it is therefore imperative for the Western democratic states to provide humanitarian support and expertise to democracy in Tunisia, Egypt, Libya, by, and even by revitalizing the economies of these countries so that they can absorb the increasing numbers of young Arabs.”

Welcome to the new year with all what it portends of expectations and surprises, because we are tired, but aged waiting for the change that have been subdued from our world for more than five decades and it is high time for change to invade every street and home and “zenga”, from the Ocean to the Gulf.

نهاية 2011.. كيف ينظر العالم إلى الثورات العربية

الديكتاتوريات بدأت تنهار والعرب يقفزون من الفرح!
الهوية العربية ظلت تقتصر على الهزيمة والظلم والفاقة والعجز
الديمقراطية في حد ذاتها لن تحل وحدها المشكلة العربية

بدأ العد التنازلي لنهاية عام العجائب والغرائب عام (2011) في العالم العربي، الذي تشكلت بداية ملامحه من خلال حريق اشتعل في جسد شاب منع من بيع بضاعة في السوق الشعبي ليطعم جوعه ويسد به رمق عائلته، لتنطلق الشرارة بعدها وتسقط زعماء وأنظمة ديكتاتورية شمولية عسكرية امتدت لعقود تحكم بالحديد والنار في تونس ومصر وليبيا واليمن، وربما سوريا وغيرها من الدول العربية المترنحة على الطريق وهذا ما سنتعرف عليه في العام الجديد (2012).
كيف ينظر العالم إلى الثورات التي انفجرت في المنطقة العربية على غير موعد مسبق وفي لحظة لم يستطع أن يتوقعها او يتنبأ بها أحد لا الدول العظمى ولا أجهزة المخابرات الدولية والعربية ولا حتى مراكز البحوث والدراسات الداخلية والخارجية؟! تقرير مميز نشرته صحيفة الشرق الأوسط وعرضت فيه آراء لعدد من المثقفين في الولايات المتحدة من مختلف المشارب في التعليق على الثورات العربية وهي آراء جديرة أن يهتم بها ويبنى عليها ويتم التواصل مع أصحابها ودعوتهم ليقوموا بدراسات وأبحاث متعددة ومتعمقة عن الحالة العربية الراهنة ومستقبلها. من هؤلاء كاي بيرد، مؤلف كتاب «بوابة ماندلبوم » وهو يقول في تعليقه "انه لسنوات، ظلت الهوية العربية تقتصر على الهزيمة والظلم والفاقة والعجز. وظلت مصابة بعقدة نقص وبدا وكأنها لن تنتهي ولكن هذا العام شهد قطيعة مع الماضي في الصحوة الثورية في العالم العربي".
أستاذ في جامعة كاليفورنيا، هنري واكوسيان، أشار إلى أن الديكتاتوريات العربية بدأت تنهار بعد عقود من القمع، وصار العرب، والعاطفون عليهم يقفزون من الفرح وكأنهم لا يصدقون. نتائج هذه الصحوة لن نراها في المنطقة فقط، ولكن في الغرب أيضا. لهذا، يجب على الغربيين أن يلقوا ظلالا من الشك على التحالفات السياسية الراسخة والهشة مع حكام عرب لا لشيء إلا لأن الغربيين يركزون على منافع اقتصادية يحميها هؤلاء الحكام». الكاتبة جولييت جاودكانيس من مجلة «نيشين»، أشارات انه «مهما كانت الأحداث تشبه أحداث سنة 1968 في باريس، وسقوط جدار برلين سنة 1989، سيكون من السابق لأوانه إعلان أن الحرية قد سادت، وأنها في طريقها لتنتشر في بقية الدول العربية. لأن كل شيء يتوقف على الكيفية التي يستجيب بها الغرب لهذه الصحوة العربية. وعلاوة على ذلك، بالمقارنة مع أوروبا الشرقية في سنة 1989، فإن الشرق الأوسط سنة 2011 يفتقر إلى استقرار في الهياكل الخارجية مثل منظمة حلف شمال الأطلسي والاتحاد الأوروبي. استغرق التحول في أوروبا الشرقية بعد سنة 1989 وقتا أطول وأكثر تكلفة بكثير مما كان متوقعا. وهناك تجربة أوكرانيا البرتقالية سنة 2004، التي فشلت بعد سنوات قليلة لعدم وجود الكفاءة، وبسبب العداء الداخلي، وفساد الحكام الجدد».
ستيفين بوريدانوفيوم من موقع «بوريدانوفيوم» اعتبر أنه «إذا فشلت هذه الصحوة العربية، فإن النتيجة ستكون التطرف في جميع أنحاء المنطقة، لأنه لا يمكن أن تكون هناك عودة إلى الوضع السابق. لقد خرج الجني من القمقم. هذه هي الصحوة العربية الثانية في التاريخ الحديث. كانت الأولى هي الثورة العربية ضد الإمبراطورية العثمانية. صحيح أن الصحوة الأولى كانت ضد استعمار أجنبي، والثانية ضد حكام داخليين، لكن، بالنظر إلى السنوات الطويلة التي قضاها هؤلاء الحكام في الحكم، يمكن أن تكون مثل (الاستعمار). ويليام فاف صاحب كتاب «كارثة السياسة الخارجية الأميركية»، في رأيه أن «معظم الأميركيين يقبلون الالتزامات التاريخية الدولية التي فرضت عليهم، مثل ما حدث عام 1941، عندما دخلوا الحرب العالمية الثانية ضد ألمانيا النازية والإمبراطورية اليابانية. ثم جاء الانتصار في الحرب الباردة بداية من عام 1989. وبدا كأن النظام العالمي الأميركي قد خلق عالما حرا ومستقرا، لأول مرة. ثم جاءت هجمات 11 سبتمبر (أيلول) العربية على الولايات المتحدة، ومنذ ذلك الحين، بدأت الفوضى العالمية التي نواجهها. يقول عدد من الناس الذين يؤمنون بأن الصحوة العربية الديمقراطية ستكون سبب توطيد النظام الديمقراطي في العالم، إن الولايات المتحدة، سيدة الديمقراطية، بمقدورها أن تساهم في تحقيق ذلك».
لورنس بوب، الدبلوماسي والخبير في دراسة العالم العربي، كتب أنه «في عام 1938، أصدر جورج أنطونيوس، وهو كاتب ودبلوماسي لبناني مصري، كتابا أسماه (الصحوة العربية) وقال إن سببها في ذلك الوقت، كان انتشار الأفكار الغربية، ومؤسسات مثل الجامعة الأميركية في بيروت، وكلية روبرت في اسطنبول. لكن، في سنوات لاحقة، استبدلت بهذه الرؤيا المتفائلة ايديولوجيا القومية العربية. وهي مزيج متناقض من الماركسية والعروبة، تمثلت في شعار حزب البعث: (أمة عربية واحدة، ذات رسالة خالدة). لكن هزيمة مدوية للعرب عام 1967 كشفت أن القومية العربية فكرة مزورة. وبعد سنوات، ملأت الفراغ أنواع من الإسلام السياسي لمواجهة تغلغل اليسار في السياسية والقوات المسلحة، مثلما حدث في مصر والأردن. لكن عندما اغتال الإسلاميون الرئيس السادات 1981، حظرت الأحزاب السياسية الإسلامية في كل العالم العربي. الآن بعد نصف قرن من حكام استبدادي، وافتراض بأن الشعوب العربية نامت أو ماتت، صار واضحا أنها لم تمت، وكانت نائمة، لكنها استيقظت». في حين يلفت موانغي كيميني، مدير القسم الأفريقي في معهد بروكنغز بواشنطن، النظر إلى مقدار التغير الذي أحرزته الدول العربية الأفريقية نسبة إلى الدول الأخرى في القارة نفسها التي كانت في حالة مشابهة لها منذ أربعين عاما، ويشرح: «عام 1970، كان متوسط العمر في تونس أقل من الكونغو. وكان عدد الأطفال في المدارس أقل من مالاوي. لكن، على مدى العقود الأربعة الماضية، أصبحت دول شمال أفريقيا أكثر تطورا من بقية أفريقيا. لهذا، فإن الحركة الديمقراطية الجديدة في العالم العربي هي نتيجة لتقدم التنمية وليس العكس كما قالت تقارير التنمية البشرية للأمم المتحدة».
جورج بيرنبوم، خبير أميركي، يعتقد أن «الشباب في الشرق الأوسط كان دون أمل. الآن صار لهم سبب ليتطلعوا نحو المستقبل، غير أن التحديات هائلة. الدول العربية في حاجة إلى خلق 100 مليون فرصة عمل خلال السنوات الخمس المقبلة، لهذا، يمكن القول إن الديمقراطية في حد ذاتها لن تحل وحدها المشكلة. يحتاج هؤلاء الشباب إلى وظائف لائقة، ونهضة عامة، وتحسن مستويات المعيشة». جول هيرست، من مجلس العلاقات الخارجية في واشنطن، ينتقد سياسة بلاده التي تتفانى في الدفاع عن الحرية والديمقراطية، وتغض الطرف عن الأنظمة القمعية لحلفائها العرب تحت حجة الحفاظ على الاستقرار وتوفير الغطاء لإسرائيل في منطقة معادية. ويضيف: «إننا نشهد أهم لحظة في التاريخ السياسي العربي في حياتنا، لكن لسوء الحظ، تأتي هذه الأنباء بمثابة نعمة ونقمة بالنسبة للولايات المتحدة. وذلك لأن سياستنا لوقت طويل في العالم العربي كانت محفوفة بالتناقضات، وسببت مشكلة مصداقية كبيرة مع الشارع العربي».
فرانسين كيفر، من صحيفة «كريستيان ساينس مونيتور» يعتبر أنه «حتى لو لم تنتشر الصحوة العربية أبعد من دول شمال أفريقيا، فهي لن تتوقف عن التمدد، لذلك لا بد من تأييد الديمقراطية في تونس، ومصر، وليبيا، من جانب الدول الديمقراطية الغربية بالدعم الإنساني والخبرات، وحتى في بث الحياة في اقتصادات هذه الدول لاستيعاب زيادة أعداد الشباب العربي».
مرحبا بالعام القادم بكل ما يحمله من توقعات ومفاجآت، فلقد تعبنا، بل هرمنا من انتظار التغيير الذي غيب عن عالمنا لعقود تتجاوز الخمسة وحان الوقت أن يجتاح التغيير كل شارع وبيت وزنقة من المحيط إلى الخليج.

Even though the growing amount of frustration cannot be ignored in the arena of the Qatari press, the opportunities that restore hope for change appear from time to time, though they are few, especially when we are going through the time of radical change that is sweeping the Arab world from its ocean to its Gulf. The hope today may come back with the emergence of a new Department of Media Development. Will it be an active factor in bringing about a paradigm shift in the court of the Qatari press or it will be just a department to take its title?

(1) The rapid deterioration experienced by the Qatari press, or the press in Qatar as it pleases some, from topping the list of Arab countries in term of international reports on the status, freedoms and the expression, to the dramatic decline of getting out of the list of top countries because it did not move and at remained as applauding spectator. Its ideas, concepts and methods didn’t change in conversation, expression and daring. It did not differ and change while it is watching the waves, hurricanes and volcanoes that are flying around, hitting, breaking and destroying thrones and changing leaders, presidents, authoritarianism, dictatorship, totalitarianism and Arab military after half a century of repression, silencing, shackling and torturing. The media landscape has changed after the revolutions of the Arab streets from Tunisia, Egypt and Libya to Yemen, Syria, Bahrain and Kuwait. It broke the barrier of fear and the events topped the forums and social networking websites. The facts were reported from the inside while the international news media such as CNN and BBC, Al Arabia and Al-Jazeera ahead of them failed to do that. They only reported what was going on through the camera of a mobile phone carried by a citizen in the street inaugurating the era of new media in the Arab world. Many Arab newspapers and Arab media became aware of the size and spread of change, their covering ceiling rose high and they got rid of the node of political and media censor and began to lead the community, reflect and contribute to the formation of its fateful decisions. The role of the press in our society should reflect the size of the moves undertaken by Qatar at home and abroad and make radical change in order to bring it again to the forefront of the Arab media.

(2) The Department of Media Development, in Qatar Media Foundation, supported by its new director who experienced the media milieu, can contribute strongly to support the press with the national elements in the administration and editing and writing of reports, investigations, studies, research, analytical articles and columns of opinion. There are simple and practical steps that must be a point of breakthrough and will not cost the administration any burdens or financial benefits or long and complicated routine procedures that may take many years without the results on the ground. The most important of them is the benefit from the elements that work in the local newspapers at the present time as they have the expertise and long experience in management, editing and writing by giving them full time without incurring any expenses, whether by the Department of Media Development or by the newspapers in which they work. This supports the resolution of the Council of Ministers on 11.03.2010 by encouraging Qataris to work in the journalism field, which stipulates to enable the Qatari personnel currently working in the local newspapers as (part-timers) to work full time as a journalist while preserving their financial dues provided by their government bodies and institutions. The move will open the field widely to attract national elements that have a desire to work in the press by joining the various news organizations in the country that print and publish in Arabic or a foreign language. This would be a motivation and an encouraging step that will take us to attract the new generation of Qatari cadres (both genders) including the graduates of the media and the press (and from different disciplines, including the production and graphics), who are graduated from the University of Qatar or foreign colleges and institutes inside and outside the state each year, so that they can be employed according to the employment and financial status given to Qatari graduates.

Later on, they can be assigned as trainees in the local press to work full-time while enjoying all the advantages of Qatari graduates who work in the public bodies in terms of (loan / land / salary). Here I mentioned a text from the cabinet resolution calling to enable a number of students who are studying media and journalism at the University of Qatar or foreign universities and colleges in the state and have not graduated yet to get a job in the local media like high secondary school Qatari graduates who work in ministries and government institutions in the State during the holidays, vacations and other days of the year.

(3) The media is in a real danger as the revenue of many newspapers has fallen, their income hit and their doors are closed. There are more than 65 local newspapers closed in Britain alone in the past months as a result of the economic crisis and competition from alternative means of communication. But the main problem lies in the structural composition, as the habits of readers have changed and there are many sources of information. This situation requires all media organisations to change quickly or they will find themselves outside the arena completely. Perhaps one of the most prominent obstacles that the media in Qatar should get rid of is that it had been transformed to a public relation foundation, and not a fourth power based on the foundations of journalism career, through disseminating news about the ministries and institutions in a glorifying and celebrating way instead of oversighting, holding accountability, highlighting the defects and shortcomings, addressing them and providing the solutions, alternatives and treatment. This is due to the absence of professional staff in dealing with news, information, numbers and statistics. Astonishingly this is required in the network of Al-Jazeera but absent in the local media.

The hope is growing today in Qatar that the media will be supported with the national elements who remained absent during the eighties, nineties and even in the twenty first century due to the absence of the press and media law and the lack of an umbrella or association for the press or media as well as the absence of material and moral incentives and the existence of many reasons for not working in the local press though the Qatari journalist has a genuine desire to contribute in the development and progress of his society through free writing and expression.

رسالة صحفية إلى إدارة التطوير الإعلامي:
متى يتم دعم المؤسسات الصحفية بالعناصر الوطنية في الإدارة والتحرير؟
تدهور وتراجع تعيشها الصحافة القطرية أو الصحافة في قطر!
الصحف المحلية لا تعكس حجم التحركات التي تقوم بها قطر في الداخل والخارج!

رغم أن نسبة الإحباط المتزايدة لا يمكن تجاهلها في ساحة الصحافة القطرية، إلا أن الفرص التي تعيد الأمل في إحداث التغيير تظهر بين الفينة والأخرى وان كانت قليلة، خصوصا ونحن في زمن التغيير الجذري الذي يجتاح العالم العربي من محيطه إلى خليجه. والأمل اليوم قد يعود من جديد مع بروز إدارة التطوير الإعلامي، فهل ستكون عاملا فاعلا في إحداث النقلة النوعية في بلاط الصحافة القطرية أم مجرد إدارة تحمل لقبا له بريق السراب؟.

تدهور سريع تعيشه الصحافة القطرية أو الصحافة في قطر كمل يحلو للبعض أن يطلق عليها من تصدر قائمة الدول العربية في التقارير الدولية عن الأوضاع والحريات والتعبير إلى تراجعها الدراماتيكي لتخرج من قائمة الدول المتصدرة لأنها راوحت مكانها ولم تتحرك وفي أحسن الأحوال ظلت متفرجة ومصفقة. لم تتغير أفكارها وأطروحاتها وأسلوبها في المخاطبة والتعبير وجرأتها لم تختلف وتتبدل وتتحول وهي تشاهد الموجات والأعاصير والبراكين تتقاذف وتتطاير من حولها تضرب وتكسر وتهدم عروشا وتغيير الزعماء والقادة والرؤساء والأنظمة السلطوية والديكتاتورية والشمولية والعسكرية العربية من حولها بعد نصف قرن من القمع والتكميم والتكبيل والتنكيل. لقد تغير المشهد الإعلامي بعد ثورات الشوارع العربية من تونس ومصر وليبيا إلى اليمن وسوريا والبحرين والكويت، انكسر حاجز الخوف وتصدرت المنتديات والمواقع الاجتماعية الأحداث ونقلت الحقائق من الداخل حين عجزت وسائل الإعلام الإخبارية العالمية "سي ان ان" و"بي بي سي" و"العربية" على رأسها "الجزيرة" على القيام بذلك ولم تملك إلا أن تنقل ما يجري ويدور عن طريق كاميرا هاتف نقال يحمله مواطن في الشارع ليدشن عصر الإعلام الجديد في العالم العربي. وقد وعت العديد من الصحف ووسائل الإعلام العربية لحجم التغيرات وانتشارها وارتفع عندها السقف عاليا وتخلصت من عقدة الرقيب الإعلامي والسياسي وأخذت تقود المجتمع وتعكس وتساهم في تشكيل قراراته المصيرية. وقد جاء الدور على الصحافة في مجتمعنا أن تعكس حجم التحركات التي تقوم بها قطر في الداخل والخارج وتقوم بعلمية تغيير واسعة وجذرية تعيدها مرة أخرى لكي تتصدر الساحة الإعلامية العربية التي توارت عنها.

تستطيع إدارة التطوير الإعلامي في المؤسسة القطرية للإعلام، بمديرها الجديد الذي عاصر الوسط الإعلامي وعمل فيه أن تساهم وبقوة في دعم الصحافة بالعناصر الوطنية في الإدارة والتحرير وكتابة التحقيقات والتقارير والدراسات والبحوث والمقالات التحليلية وأعمدة الرأي. هناك خطوات بسيطة وعملية يجب أن تشكل نقطة الانطلاقة وهي لن تكلف الإدارة أيه أعباء أو مستحقات مالية أو إجراءات روتينية طويلة ومعقدة قد تستغرق سنوات عجاف دون الخروج بنتائج على ارض الواقع أهمها الاستفادة من العناصر التي تعمل في الصحف المحلية في الوقت الراهن وهي التي تملك خبرة وتجربة من العمل الطويل في الإدارة والتحرير والكتابة من خلال منحهم تفرغا كاملا من قبل عملهم دون تحمل أية مصاريف سواء من جانب إدارة التطوير الإعلامي أو جانب الصحف التي يعملون فيها وهو تدعيم لقرار مجلس الوزراء بتاريخ 3/11/2010م بتشجيع القطريين للعمل في الصحافة والذي نص على تمكين الكوادر القطرية التي تعمل حالياً في الصحف المحلية (بدوام جزئي Part Time) من التفرغ للعمل الصحفي بدوام كامل مع استمرار حصولهم على مستحقاتهم المالية من قبل الجهات والمؤسسات الحكومية المرتبطين بها في الدولة. والخطوة ستفتح المجال بشكل واسع لاستقطاب العناصر الوطنية والتي لديها رغبة في العمل الصحفي من خلال الانضمام إلى المؤسسات الصحفية المختلفة في الدولة التي تطبع وتنشر باللغة العربية أو باللغة الأجنبية. وهذا سيكون حافزا وعنصرا مشجعا كخطوة تنقلنا إلى استقطاب الجيل الجديد من الكوادر القطرية من (الجنسين) من خريجي الإعلام والصحافة (ومن مختلف التخصصات بما في ذلك الإخراج والجرافيكس) الذين يتم تخريجهم من جامعة قطر أو الجامعات والكليات والمعاهد الأجنبية داخل الدولة وخارجها سنوياً، وذلك بأن يتم توظيفهم بالدرجة والوضع الوظيفي والمالي المتبع مع الخريجين القطريين، وعلى أن يتم انتدابهم بعد ذلك للعمل في الصحافة المحلية، وبنظام تفرغ كامل يتمتع المنتدب (المتدرب) خلال العمل بكافة المزايا التي يحصل عليها الخريجون القطريون الذين يعملون في مؤسسات الدولة من ناحية (القرض/الأرض/الراتب) وأنا هنا انقل نصا عن قرار مجلس الوزراء المذكور، وثالثا كما جاء في القرار الوزاري هو تمكين عدد من الطلاب الذين يدرسون الإعلام والصحافة في جامعة قطر أو الجامعات والكليات الأجنبية في الدولة، ولم يتخرجوا بعد، وذلك بأن يحصلوا على فرصة عمل في الصحافة المحلية كمثل الطلبة القطريين من خريجى الثانوية العامة الذين يعملون في الوزارات والمؤسسات الحكومية في الدولة خلال الأعياد والإجازات وباقي أيام العام.

الصحافة في خطر حقيقي، وهناك الكثير من الصحف تراجعت إيراداتها وضربت مداخليها وأغلقت أبوابها وهناك أكثر من 65 صحيفة محلية أغلقت في بريطانيا وحدها في الأشهر الماضية نتيجة الأزمة الاقتصادية والمنافسة من قبل الوسائل الاتصالية البديلة. ولكن تكمن أبرز المشكلات في التركيبة البنيوية، إذ تغيرت عادات القراءة وتعددت مصادر المعلومة التي يحصلون عليها، مما يجعل كل المؤسسات الصحفية الإعلامية مطالبة بأن تتغير وبسرعة أو أنها سوف تجد نفسها خارج الساحة تماما. لعل ابرز المعوقات التي يجب أن تتخلص منها الصحافة في قطر هي تحولها إلى مؤسسة علاقات عامة وليس سلطة رابعة قائمة على أسس العمل الصحفي المهني. من خلال نشر الأخبار عن الوزارات والمؤسسات بطريقة الاحتفاء والتفخيم والتعظيم بدلا من الرقابة والمساءلة وتسليط الأضواء على الخلل والعيوب والسلبيات ومعالجتها وتقديم الحلول والبدائل والعلاج. ويعود ذلك إلى غياب الكوادر المحترفة في التعامل مع الأخبار والمعلومات والأرقام والإحصائيات والغريب أنها مطلوبة وبقوة في شبكة الجزيرة وملاحقاتها ولكنها غائبة ومغيبة في الصحافة المحلية وأروقتها. الأمل متوقد اليوم أن يتم تطعيم الصحافة في قطر بالعناصر الوطنية بعد أن فرغت الساحة منهم خلال عقد الثمانينيات والتسعينيات وصولا إلى القرن الحادي والعشرين في ظل غياب قانون الصحافة والإعلام، وعدم وجود مظلة أو جمعية للصحافة أو الإعلام، وغياب الحوافز المادية والمعنوية وجود ألف سبب لعدم الكتابة والعمل في الصحف المحلية مقابل رغبة حقيقية ما زالت تشغل عقل وفكر الصحفي القطري وهي المساهمة في تنمية وتقدم مجتمعه من خلال الكلمة والكتابة والتعبير بحرية وهو ما يزال ينتظر؟!

The world travel guide “Lonely Planet” published a list in 2011 for the best cities which are recommended to visit. The surprise was that it gathered Muscat in the Sultanate of Oman with New York and London. The features of this city have changed as it, four decades ago, was surrounded by uncivilized and non-urban and developed mountainous areas. Muscat now with its history, heritage, beauty and vitality of its people, competes with Dubai, Manama, Riyadh, Doha and Kuwait City. It was chosen as the capital of Arab tourism in 2011, and got a place in the heart of international tourism encyclopedias with all the merits.

(1) The Omani scene like the other Arab countries witnessed a popular mobility ranging from demonstrations and protests. But when the official media in the Arab countries: Tunisia, Egypt, Libya, Yemen and still in Syria, covered the popular movements by ignoring what is happening, denied what was reported by the protesters, distorted the symbols of protest movements and incited against the protesters, the official media of Oman, as told by Dr. Zakaria Al-Mahrami, learnt the lesson which the official media in other countries could not learn, as it surprisingly initiated to cover the Omani events in the hour they occurred and the radio and television also opened a series of open programs that were engaged with the event with all goodwill and the freedom.

It wanted to cover the scenes by itself as it didn’t want to go to the satellite channels and Internet sites and succeeded in the task significantly according to the testimonies of the observers at home and abroad. But that kind of coverage declined thereafter, but the commercial media took the initiative and continued the march of media openness through the big area of freedom provided by the non-official newspapers and some channels, radio and social forums.

But despite the events that were not clear and settled yet , the Omani experience highlighted the strong human culture which was established over the long decades of Oman’s political and social history. This human culture highlighted the diversity, tolerance, acceptance and coexistence with the other and it distinguishes the Omani experience from the surrounding Gulf countries. It is a culture which overlooked the issue of philosophising and theorising to the stability in the depth of the community which seems to be clear in dealing with the various Muslim sects, Sunni and Shia and the official sect of Ibadi as well as Ismailis, Sufis and others. It is one of the big problems in the Gulf States that have religious and sectarian minorities and entered in the doctrinal differences and see the political and social clashes as well as they develop a solution and demand to topple the regime and change it radically, such as Bahrain.

In the Omani experience there is also a place for other people, including the followers of other religions, such as Buddhists, Hindus and Christians including Catholics, Protestants, Orthodox and Coptic and everyone exercises his religious rituals in his temple, monastery, church without prejudice or rigidity and reluctance or refusal. Dr Walid Khalis points out that the Ibadi behavior «in poetry and prose» focuses on «intellectual freedom». It does not claim that it has the truth as claimed by others. There is a long poem with 75 verses of Sheikh Jaad bin Khamis Al-Kharusi, in which he talks about intellectual transformations which is called by the people who believe in behavior and mysticism as Al-Ahwal, which leads to the shrines and promotion. In this poem he says that he sometimes considers himself a Sunni and sometimes as a Shia or Ibadi or Hanafia or Shafai.

(2) The academic references indicate that the Omani history and culture are based on three basic principles, first: The principle of power i e the system of Imam based on consensus, contract and free elections for the Imam and the Shura Council. This principle is the basic rule of democracy in Oman which should be qualified as Omani Islamic democracy. Second: the concept of watan (nation) among Omanis was formed early, and after Oman turned into “spiritual home” for the Ibadhi and became a haven for fugitives from the persecution of the Abbasid authorities. Third: the principle of independence and sovereignty. This principle has been proven practically with the separation of Oman from the Umayyad first and Abbasid in the second half of the second century of Hijri. These three principles were developed during the twelve centuries of practice, history and culture and they formulated the political culture of the country. The “Omani Islamic democracy” is one of the most important axes of Omani history and it especially characterized the political culture of Oman. The Ibaadi movement found the ideological and intellectual identity at the time of early political history. The principle of the Imamate, which was adopted by Ibaadis and which is based on the principles of consultation and free election of the imams, is a principle of consensus and compact and can be classified in the category of real heir of the traditions of Righteous Caliphs’ regime, but the question of compatibility between theory, practice and change remains. The development of experience of the Ibadi Imamate, which was pioneer with all standards, became outdated and the emerging facts were imposed. In addition, the development of the democratic process and its civil and popular institutions is the biggest challenge faced by the Omani experience in the era of Arab revolutions. The Omani experience came out strongly after the events of the sixties, specifically in 1963, when three small organizations “movement of Arab nationalists”, “Oman charitable association” and “organization of Dhofari soldiers” merged together forming (the Popular Front for the Liberation of Dhofar) and fought a relentless war against the regime, but the change came from within the system at the beginning of the seventies and the march of Omani renaissance began and still progressing despite the obstacles and drawbacks.

(3) The Sultanate of Oman recently celebrated its forty-first National Day in a long life of Oman’s magical ability to focus on the construction of the architecture, development of the human, laying the spirit of citizenship, promoting the rights, duties, security and safety of the country, catching up with civilization and keeping away from engaging in conflicts, wars, border disputes and the promotion of the fake achievements and victories which make the Arab leaders happy and cover their failures.

It is time to engage in the process of picking fruit and making big jumps through the establishment of the internal house in the governance and succession, treatment of high concentration of power, distribution of powers, development of process of the Shura Council in the country, expansion of its legislative and supervisory power to address the key and crucial issues and strengthening the role of civil society and its eligible institutions. All indicators point out the big ability of Omani’s to love change and running to catch up with the train that left the station a while ago and not to wait for the next train because time does not

سحر التجربة العمانية.. عدم انتظار القطار القادم لأن الزمن لا ينتظر!

الدليل السياحي العالمي "لونلي بلانيت" (lonely Planet)، نشر قائمة عام 2011 لأفضل المدن التي ينصح بزيارتها، وكانت المفاجأة أنها جمعت مسقط في سلطنة عمان مع نيويورك ولندن. لقد تغيرت ملامح هذه المدينة التي كانت تعيش قبل أربعة عقود محاطة بمناطق جبلية بعيدة عن المدنية والتطور والعمران وباتت اليوم بتاريخها وتراثها وجمالها وحيوية شعبها تنافس دبي والمنامة والرياض والدوحة ومدينة الكويت وقد اختيرت عاصمة للسياحة العربية للعام 2011، ورسمت لها مكانا في قلب الموسوعات السياحية العالمية بكل جدارة.

المشهد العماني كغيره في الدول العربية شهد حراكا شعبيا من الدخول في الاعتصامات والمظاهرات. ولكن حين اعتمد الإعلام الرسمي في الدول العربية: تونس، مصر، ليبيا، اليمن وما يزال في سوريا، تغطيته للحراك الشعبي داخل بلدانه على ما يمكن تسميته بـالـ «تاءات الأربع»، وهي تجاهل لما يحصل، وتكذيب لما يردده المحتجون، وتشويه لرموز الحركات الاحتجاجية، وتأليب ضد المحتجين، إلا أن الإعلام الرسمي العماني، كما، يشير الدكتور زكريا المحرمي، قد وعى الدرس الذي فشل فيه الإعلام الرسمي في الدول الأخرى، حيث بادر وبصورة مدهشة في تغطية الأحداث العمانية ساعة وقوعها، كما فتحت الإذاعة والتلفزيون سلسلة من البرامج المفتوحة التي كانت تتعاطى مع الحدث بكل أريحية وحرية وهو أراد استيعاب المشاهد حتى لا يتوجه إلى الفضائيات ومواقع الانترنت، وقد نجح في المهمة بشكل كبير بحسب شهادات المتابعين في الداخل والخارج. إلا أن ذلك أخذ في التراجع بعدها، لكن الإعلام التجاري أخذ زمام المبادرة وواصل مسيرة الانفتاح الإعلامي من خلال مساحة الحرية الكبيرة التي توفرها الصحف غير الرسمية وبعض القنوات الإذاعية والمنتديات الاجتماعية. لكن رغم الأحداث التي لم تستقر وتتضح بعد على الساحة، إلا أن ابرز ما في التجربة العمانية هو الثقافة الإنسانية الغزيرة التي رسخت عبر العقود الطويلة من التاريخ العماني السياسي والاجتماعي. وابرز ما فيها هو التنوع والتسامح والقبول والتعايش مع الآخر وهو ما يميز التجربة العمانية عن الدول الخليجية المحيطة بها. وهي ثقافة تجاوزت مسألة التفلسف والتنظير إلى الرسوخ في عمق المجتمع ويبدو ذلك واضحا في التعامل مع المذاهب الإسلامية المختلفة السنية والشيعية والمذهب الرسمي الإباضي بالإضافة إلى الإسماعيلية والصوفية وغيرها. وهي إحدى الإشكاليات الكبيرة في الدول الخليجية التي لديها أقليات دينية ومذهبية والتي دخلت في الاختلافات الفقهية والتكفير والإخراج من الملة، وصولا إلى الاشتباكات والصدامات السياسية والاجتماعية وتطور الحل ليصل بالمطالبة بإسقاط النظام وتغيره جذريا مثل البحرين. في التجربة العمانية هناك مكان أيضا للآخرين من أصحاب وأتباع الديانات من بوذيين وهندوس، ومسيحيين كاثوليك وبروتستانت وأرثوذكس وأقباط، والجميع يقوم بممارسة طقوسه العقائدية في ديره ومعبده وكنيسته دون تعصب أو تزمت أو رفض وممانعة. الدكتور وليد خالص يشير إلى أن السلوك الإباضي «شعرا ونثرا» يكرس «الحرية الفكرية»، فهو لا يدعي انه يملك الحقيقة كما ادعى غيره، وهناك قصيدة طويلة تقع في 75 بيتا للشيخ جاعد بن خميس الخروصي، يتحدث فيها عن «تحولاته الفكرية» والتي يسميها أهل السلوك والتصوف بـ«الأحوال»، التي تؤدي إلى المقامات والترقي، وفيها يقول أنه مرة يرى نفسه سنيا، ومرة أخرى شيعيا، ومرة إباضيا، ومرة حنفيا، ومرة شافعيا، وهو لا يستهزئ بها أبدا، إنما كأنه يأخذ بأقوالها ويتبنى فكرها، لكنه بعد ذلك يقول: «صرت أشبه بذلك النور الذي ينبثق من الشهاب»، فقد جمع هذا كله، مستشهدا بالبيت العربي القديم: «وتحسب أنك جرم صغير.. وفيك انطوى العالم الأكبر».

تشير المراجع الأكاديمية أن التاريخ والثقافة العمانيين يقومان على أساس ثلاثة مبادئ أساسية ثابتة اولا: مبدأ السلطة، أي نظام الإمام القائم على الإجماع والتعاقد، والانتخاب الحر للإمام والشورى. وهذا المبدأ هو بحق القاعدة الأساسية للديمقراطية العمانية، الديمقراطية ذات النفحة الروحية والأخلاقية والتي تستأهل أن توصف بالديمقراطية الإسلامية العمانية. ثانيا: إن مفهوم الوطن لدى العمانيين تكوّن مبكراً، وذلك بعد أن تحولت عمان إلى "الوطن الروحي" للإباضيين وأصبحت ملاذاً للفارين من اضطهاد السلطات العباسية. ثالثا: مبدأ الاستقلال والسيادة. وقد ثبت هذا المبدأ عملياً مع انفصال عمان عن الدولة الأموية أولاً، ثم عن الدولة العباسية في النصف الثاني من القرن الثاني الهجري. صنع تلك المبادئ الثلاثة خلال أثني عشر قرناً من الممارسة والتطبيق، التاريخ والثقافة العمانيان، وصاغت الثقافة السياسية للبلاد. وقد مثلت "الديموقراطية الإسلامية العمانية" أحد أهم محاور التاريخ العماني، وخاصية ميّزت الثقافة السياسية العمانية. ولقد وجدت الحركة الإباضية هويتها العقائدية والفكرية في زمن مبكر من تاريخها السياسي، إن مبدأ الإمامة الذي تبنته الإباضية والقائم على مبدأي الشورى والانتخاب الحر للأئمة، مبدأ الإجماع والتعاقد، يمكن أن يصنف في خانة الوريث الحقيقي لتقاليد نظام الخلفاء الراشدين ولكن تبقى مسألة التوافق بين النظرية والتطبيق والتغيير وعامل الزمن وتطوير تجربة الإمامة الإباضية التي كانت رائدة بكل المقاييس ولكن تجاوزها الزمن وفرض وقائع مستجدة. بالإضافة إلى أن تطوير المسار الديمقراطي ومؤسساته المدنية والشعبية هو اكبر التحديات التي تواجهها التجربة العمانية في عصر الثورات العربية. لقد خرجت التجربة العمانية قوية بعد أحداث الستينيات وبالتحديد فى عام 1963 حين تجمعت ثلاث منظمات صغيرة هى " حركة القوميون العرب"، و"الجمعية الخيرية العمانية"، و"منظمة الجنود الظفاريين"، ليندمجوا معا مشكلين (الجبهة الشعبية لتحرير ظفار)، وخاضت حربا لا هوادة فيها ضد نظام الحكم، إلا أن جاء التغيير من داخل المنظومة العمانية في بداية السبعينيات وبدأت مسيرة النهضة العمانية وما زالت تتقدم رغم العوائق والمنغصات.

لقد احتفلت سلطنة عمان قبل مدة بعيدها الوطني الحادي والأربعين في عمر مديد من القدرة العمانية السحرية في التركيز على تعمير البنيان وتنمية الإنسان وزرع روح المواطنة وتعزيز الحقوق والواجبات والأمن وسلامة الوطن واللحاق بركب الحضارة والابتعاد عن الدخول في الصراعات والحروب والنزاعات الحدودية والترويج للانجازات والانتصارات الوهمية والمزيفة التي يتملق بها القادة العرب ويغطون بها على إخفاقاتهم. وقد آن الأوان في الدخول في مرحلة قطف الثمار والقيام بالقفزات الكبرى من خلال ترتيب البيت الداخلي في الحكم والخلافة، ومعالجة التمركز الشديد للسلطة وتوزيع الصلاحيات، وتطوير مسيرة مجلس الشورى في البلاد وتوسيع صلاحيته التشريعية والرقابية لمعالجة القضايا الرئيسية والمصيرية، وتعزيز دور المجتمع المدني ومؤسساته الأهلية. المؤشرات كلها تدل على إمكانية العمانيين الكبيرة على عشق التغيير والركض للحاق بركب القطار الذي غادر المحطة قبل قليل، وعدم انتظار القطار القادم لآن الزمن لا ينتظر.

Bahrain: Be tolerant and move forward

Bahrain is on the threshold of a new phase after the events in the political scene reached a peak and the picture is becoming more apparent with the release of the report of the independent committee for fact-finding set up to investigate the events of February and March and the subsequent clashes and acts of violence. The report of the Committee is characterized by objectivity and should not be considered a victory for one side over the other. National reconciliation and political reforms are in the forefront of priorities that should capture the hearts and minds of Bahraini Sunnis and Shias.

There is a saying that countries and individuals must forgive and forget, which is apt in the case of Bahrain too, after all the implications and tensions experienced by the political crisis in the country before and after the explosive events. Its implications still shock everyone and put obstacles in front of them and deprive them of opportunities to move forward. The report of the independent Committee of Bahrain for fact finding is more like a light, which is coming from the end of the dark tunnel and shows the way out of it through the compliance and implementation of the recommendations made by the report. Bahrain is a model of coexistence and tolerance in the Gulf region and this peace was shot in the heart, though it has not killed but it was thrown on the bed as a patient, desperate and afraid of the voice of the air entering through the window, Bahrain formed a distinctive pattern. According to international reports, Bahrain’s economy is considered one of the most advanced economies of the Gulf supported by a political and social system that is open to the world, owning a modern infrastructure in the communication network and organizational structure that supports it, making it a vital foothold for many international companies wishing to expand the scope of its regional operations.

Being the least dependent on oil, Bahrain has benefited from a competitive tax system and sophisticated financial sector that facilitates the free flow of capital and foreign investment, with government’s efforts towards modernizing its legal system and a continued focus on diversifying their production base, despite Bahrain’s loss of the lead with the Gulf countries in a number of economic areas. Bahrain was gaining its strength compared to the Gulf Cooperation Council as the index of “the Heritage Foundation of America” stated, far ahead of its nearest competitor, led by Qatar, which occupies 27th position globally, followed by the Sultanate of Oman with 34th globally , and then the United Arab Emirates ranked 47th globally, and the Kingdom of Saudi Arabia 54 globally, and finally Kuwait with 61 internationally and the sixth in Gulf, which lost 19 places at once in one year. However, the recent crisis of Bahrain has affected everyone and changed a lot of accounts and froze a lot of mobility, activity and vitality, which was long enjoyed by Bahrain and boasted in the region.

Bahrain’s recent crisis has subsided, but the talk about it and access to the solutions and political satisfactory compromises to carry on the political activity are the needs of the hour. Perhaps the report of the fact-finding committee will open the door again and push the disputing parties and spectrums towards their commitment of national responsibility and engagement in national dialogue. No one can rule out that this will come with a national project that will be concluded and agreed upon.

The history of Bahrain is distinguished from the rest of the Gulf States by the call for independence and political reforms and by the participation in decision-making and getting a share of the wealth. These claims started since 1919. Bahrain has known at the end of the sixties and seventies political openness, and a group of political parties and leftist and Islamic Shia and Sunni associations were founded. Rashad Islamic Society that was founded in 1969 is one of the oldest Islamic societies, and this may be an ideological and political extension for the association, Alwifaq, of today. The independence of the State of Bahrain, which launched in 1971 as a result of a national struggle and great sacrifices made by the Bahraini people to get rid of the British colonial was the most significant historical national position that was represented in the uprising and the broader national public uprising in 1956 under the banner of “the National Union.” Then the referendum supervised by the United Nations came in 1970 to know the will of the people of Bahrain after the end of British protection. In order to resolve the claims of Nizam Shah in the dependency of Bahrain to Iran, all Bahrainis have chosen for Bahrain to be a sovereign and independent state. After the independence of Bahrain there was a democratic process to elect a constituent assembly and the issuance of a contractual constitution in 1973 and the elections of first national Council were held, but the track soon ceased in 1975, and Bahrain lived situations that were unstable and turbulent in the public protests and claims characterized by acts of violence to demand the return of the work on the constitution of 1973, the situation continued till the political breakthrough after the conflict continued throughout the 26 years (1975-2001) began by releasing political prisoners and return of hundreds of exiles abroad, and by calling for a referendum on the national charter to establish a constitutional monarchy and the return of the elected National Assembly with particular council which work will be limited in consultative aspect, all political spectrums and symbols were engaged in this reform initiative and the majority of people voted on the document expressing the reform project known as (the National Action Charter) in a referendum in 2001 with majority of 98.4%. However, the project did not achieve its goals and objectives by issuing a public contractual constitution, but it ensured the establishment of a very powerful monarchy, and the establishment of a Shura Council with legislative powers having forty members, the elected Council of representatives was disputing with its powers and decisions. The electoral law was drafted crumbling the constituencies to forty small circles according to the categorical and sectarian divisions, followed by the restrictions on civil society, NGOs and political associations and restrictions on the freedom of press and publication, which led to the decline of many of the democratic gains that characterized Bahrain and its experience from neighboring Gulf countries.
